Description

Space-time resource block data management method and system thereof
Technical Field
The invention relates to the field of data resource management, in particular to a time-space resource block data management method and a time-space resource block data management system.
Background
Current basic unit administers to have to supervise and examine the phenomenon such as complicated, the unified difficulty of administering of inspection, and the basic unit often need undertake the work of a large amount of different grade types when administering the work, including fire control, people and society, information acquisition, market supervision, safety in production etc. the work of each aspect often all has an independent one set of system, leads to the work repeated, and is inefficient, and community's net personnel need use many sets of information-based systems to carry out work simultaneously usually. The essential reason is that each government department at different levels, such as health, education, traffic, finance, safety and the like, masters a large amount of data in the field in the implemented informatization engineering, but the data are separated by isolated systems to form a data isolated island, and the data exchange and sharing among the systems are difficult.
At present, the data are stored in departments in a 'data' mode and cannot be organically connected with each other, and the data value is greatly influenced. The data has the advantages of closure and single dimension, the construction of an efficient and transparent government system and the development of an economic society are restricted, at the present of high-speed urbanization development, the urban management needs an omnibearing data base to support, the future social development rule is difficult to grasp only by the data of certain industry or field, and scientific and accurate decision making is difficult to realize.
The space-time block data is widely considered as a mark of the real arrival of the big data era, the construction of the space-time block data is used as a guide, a cross-region, cross-department and cross-level information sharing and linkage mode is constructed, and the block data is used for driving business flow and service flow, so that the grid treatment process of the community is optimized, the traditional mode of depending on an individual system module is changed, and a city-wide social treatment data resource overall utilization and co-construction sharing system is formed.
The urban gridding treatment mode is to divide the management area of the city into unit grids according to a certain standard by relying on a unified urban management and digital platform. Such as a cell information module, a building information module, a population information module, a unit store information module, a party building information module, a public security information module and the like, and establishes a form of mutually separating supervision and treatment through patrol and management of unit grids. And an analysis and statistics platform is established to analyze, count, investigate and rectify the events in streets, communities and grids, thereby achieving a grid treatment mode. The main advantages of the government are that the government can actively discover, timely process and enhance the management capacity and processing speed of the government to cities, but the independent modules are too many, so that the data repetition and redundancy are high, and the complex and repeated work of basic-level treatment workers is easily increased.
The data base of the current urban data management generally depends on a management mode of 'bar data', a data set which is chained in a certain industry and field, briefly, the information construction of all departments of the government is locally promoted by taking the department as a unit, so that each department can master a large amount of data in the field, and a natural resource department manages all natural resource data of land, mineral products, forest, grassland, wetland, water, ocean and the like in the jurisdiction and is responsible for the work of urban natural resource investigation, registration, monitoring, evaluation and the like, and a real estate department manages data of cadastrees, plots, sea, natural buildings, house property rights, rights of rights and the like and is responsible for urban real estate registration and trading work. For the structured data, a database management system is usually adopted for management, the unstructured data is usually saved in a file form, and in addition, the spatial data is usually stored and displayed in an image layer form by utilizing some geographic information software. Therefore, each department needs to establish an independent service management system and realize a service process by using data of the department, and such an informationized treatment mode seems to have close relationship among the departments and convenient data communication, but when meeting the requirement of information exchange and sharing, the management mode of the data is very limited, the data field is single, the data is closed and monopolized, and the data is managed by the characteristics of office flow, so that the data islanding problem is generated, and the division and the department are separated from each other, so that the omnibearing integrated treatment mode cannot be realized.
The existing data management methods of the 'strip data' are mutually isolated in space, the management and analysis of the data are only mutually overlapped, the required information is extracted, and the problems that the departments are difficult to communicate with each other, the data sharing is difficult, the auxiliary decision basis is incomplete exist in the urban digital treatment, and the development of urban informatization is restricted.
The stripe data has the defects of data isolated island, data monopoly and data prediction distortion. Due to the single dimension and the closure of the data, the data are stored in respective departments, so that the data become isolated islands, the data resources are difficult to exert value, analysis and mining cannot be performed on the basis, new knowledge cannot be found, and the new capability is improved. Moreover, monopoly characteristics among the pieces of data enable various data services to be independently expanded, if docking is needed, an independent module is needed to realize data exchange sharing and reuse, and the high efficiency and expandability of urban management are hindered. Therefore, in a data management and information system integration mode, the social management element data are gathered through the informatization systems of different business departments, so that the social management elements always have the states of overlapping, crossing, unclear data types and unclear data volumes, the data exchange and sharing among the systems are not facilitated, and the problems of complex primary management work, low management efficiency and the like are brought. In order to really realize the well-documented check, the converged government affair space-time information resources are required to be relied on, and people, affairs and objects of a space-time platform are combined to realize that 'strip' data of the whole city is converged into 'blocks', thereby providing support for city management and social governance.
The block data is the synthesis of various data related to people, things, rooms, things, legal people and the like formed in a physical space or an administrative area, and is equivalent to deconstructing, intersecting and fusing various data. The block data is divided into blocks according to seven levels of management units of cities, districts, streets, communities, grids, buildings and houses by regions and power limits, so that data of people, things, organizations and the like scattered in all departments fall into the communities, districts, buildings and houses, accurate sinking of various data is realized, and basic level workers master the conditions of population and enterprises in the districts. The method can provide data support for the base layer to develop refined management and precise service, and can also compact the responsibility of the base layer and the management responsibility of each business department, so that various problems of the base layer can be found early, and the problems are solved and implemented. Effectively improving the application capability of the social treatment resources and leading the base level to really master the resources and the application resources. Under the management mode of the data, a user can only inquire certain specific information, and under the drive of the block data, the user can know information such as people, legal persons, houses, events and the like related to a certain address by one key, and can customize personal journeys of the user according to the hobbies, the nearest weather and the popularity of tourist attractions when informing the tourist destination of the block data system.
The block data is obtained by deconstructing, crossing and fusing the data of each industry and each field, so that more and higher values can be found from the multidimensional data. It collects, aggregates and communicates economic and public data of a region relating to different fields of business, agriculture, civil affairs, medical treatment and the like to form a shared and open block data pool. The biggest advantage of the block data management is that the big data advantage is exerted, and the city management and social management work unit is refined, so that the responsibility main body, the responsibility affiliation and the like are clearer, thus the assessment and the accountability are easier, the mutual withering and tearing of the blocks are prevented, and the advancement and the scientificity of the management idea are substantially reflected. The social management refinement and the information construction are inseparable, huge data resources are partitioned and refined to fall into rooms by fully playing the roles of information technologies such as geographic spatial information and cloud computing in the social management refinement, mutual association of electronic maps, grids, data in the grids and management responsible persons is achieved, information sharing and business cooperation of basic grids and professional grids are achieved, and community services and management are extended from government departments to basic management subjects such as living committees, business committees, property management companies, social organizations, owners, legal representatives and building leaders.
