Different application forms can meet different requirements, for example, if the client is realized by adopting a Web application mode, the Web client does not need to be installed generally, and only equipment can normally access a network and render a webpage for execution, so that the convenience of the client can be greatly improved; for another example, if the client is implemented in the form of embedded software bound to hardware such as a specific business teller machine, the stability of the client can be greatly improved and abnormal situations that need to be considered in the operation and maintenance process can be reduced due to the fixed and safe operating environment. As mentioned above, the number of the clients 102 may be plural, in which case, the clients 102 may include various forms; for example, the system can comprise a mobile phone client to facilitate citizens to initiate government affair handling requests anytime and anywhere, and can also comprise a form of embedded software to facilitate citizens to be provided with services in a telephone booth, an automatic teller machine and the like.
The government office platform 103 may include software for digital office, such as social security registration system, real-name authentication system, etc.; in this specification, the government office platform interfacing with the blockchain may have functions of invoking a decentralized identity verification service of the blockchain to perform validity verification on the government affair processing request, performing government affair processing, generating and returning a government affair processing result carrying a decentralized identity signature of the government office platform, and the like; moreover, although the government office platform 103 has a different function from the client 102, it may be similar to the client 102; for example, the government office platform may be a conventional x86 executable application running on a desktop computer, a mobile application running on a mobile end platform such as IOS and Android, a Web application based on a Web page, or a plug-in or applet embedded in another application. The form of the government office platform can be selected by the person skilled in the art according to specific needs.
As mentioned above, the number of the government office platforms 103 can be plural, in this case, the plural government office platforms can also take different implementations; for example, in the case of an operator located in an office, the government office platform may be an x86 executable running on a desktop or a computer screen-adapted Web application; when the personnel in the relevant departments need to leave the office and arrive at the field to execute the official business, the government office platform of the mobile terminal App can be used, and the requirement of mobile office is met.
In the art, Decentralized IDentity (DID) is generally understood as an IDentity authentication mechanism that may contain identification and document, with global uniqueness, high availability resolvability and encryption verifiability. A decentralized identity may be said to be associated with a blockchain if the decentralized identity depends on a blockchain implementation. In implementation, a typical decentralized identity may be represented by the following character string:

wherein, the did part is a system identification for indicating that the character string is a decentralized identity; the example part is a DID method identifier used for indicating the method on the block chain on which DID specifically depends; the 123123123123abcabc part is an identifier specified in the DID method, typically corresponding to a pair of public and private keys held by the individual whose identity corresponds to. The decentralized identity document may include an identity public key corresponding to the DID, a corresponding encryption algorithm, and other information, and may be used to verify the decentralized identity. For example, assuming that a user, zhang san sends a piece of information, which carries a signature of a decentralized identity and a DID identifier, other users can check the validity of the decentralized identity signature only by finding the decentralized identity public key of zhang san from the block chain according to the DID identifier, and if the check is passed, the sender of the information can be proved to be a person who holds the private key of zhang san of the user, that is, zhang san self.
The above block chain and decentralized identity based government affair processing system will be described from the flow point of actual government affair processing.
Because the government affair processing system is realized based on the block chain and decentralized identity, the expected government affair processing task can be completed only when the citizen and government affair office platform has decentralized identity in the government affair processing system based on the block chain and decentralized identity. Referring to fig. 2, fig. 2 is a flowchart illustrating a process for creating a decentralized identity according to the present disclosure; in an embodiment shown, for a citizen, a decentralized identity new establishment request of the citizen can be initiated to the block chain by the client 102, wherein the decentralized identity new establishment request of the citizen carries identity information input by the citizen; generating a first public and private key pair corresponding to the citizen; and responding to the new request of the decentralized identity of the citizen by the block chain, generating the decentralized identity of the citizen, and adding the public key in the first type of public and private key pair into the decentralized identity document of the citizen so as to deposit the certificate in the distributed account book of the block chain.
Similarly, in another embodiment shown, for the government affair office platform, a decentralized identity new establishment request of the government affair office platform can be initiated to the block chain by the government affair office platform, wherein the decentralized identity new establishment request of the government affair office platform carries identity information input by the government affair office platform; generating a second public and private key pair corresponding to the government affair office platform; and then, responding to a decentralized identity new establishment request of the government office platform by the blockchain, generating a decentralized identity of the government office platform, and adding a public key in the second type of public and private key pair into a decentralized identity document of the government office platform so as to store the certificate in a distributed account book of the blockchain.
As can be seen, the first public and private key pair corresponds to a citizen, and the second public and private key pair corresponds to a government affair processing task; this represents a point where decentralized identity is different from traditional documents, i.e., decentralized identity can label any entity with identity and is not limited to natural persons. It is understood that the decentralized identity of the first type is essentially the embodiment of the citizen identity in the government affairs processing system based on the block chain and decentralized identity, and is not necessarily bound to the client 102; however, one skilled in the art should also foresee that, in order to implement stricter access restrictions, the citizen identity may also be bound with the client, so as to implement the effect of one person for one machine and preventing fraudulent use.
It will also be appreciated that the process of creating decentralized identity is not necessarily a function provided by the block chain and decentralized identity based government affairs processing system of the present specification. If decentralized identities of clients and government office platforms are pre-configured in the blockchain, the basic government management functions can be realized even if the blockchain and decentralized identity based government management system does not provide the function of creating decentralized identities.
Referring to fig. 3, fig. 3 is a flow chart illustrating a single platform government affairs process according to the present disclosure; in this example, a government affair processing request carrying a decentralized identity signature of a citizen may be initiated by the client; the government affair office platform responds to the government affair processing request initiated by the client, performs corresponding government affair processing after calling the decentralized identity verification service of the block chain to perform legality verification on the government affair processing request, generates a government affair processing result carrying the decentralized identity signature of the government affair office platform, and returns the government affair processing result to the client; and finally, the client calls a decentralized identity verification service of the block chain to carry out validity verification on the government affair processing result, and if the result passes the validity verification, the government affair processing is finished.
For example, assuming that floating population a is a population newly entering a city, a house is found in the city, and the social declaration app is used to fill out the renting information, the renting information is stored on the blockchain 101 as data associated with the DID document of the floating population a, and if the floating population a applies for house accumulation extraction for relieving the house pressure, the house accumulation extraction is performed on the name of the house. In this case, after receiving the extraction request, the building department system may query the renting information of a through the block chain 101, perform DID signature verification on the information, after confirming the house renting information of a, match the renting information with the reason for the withdrawal application of the public deposit proposed by a, and after matching successfully, handle the service of withdrawing the public deposit for the building department system; the finished receipt can also prove to the floating population A that the processing task of the house accumulation fund extraction is finished in a similar DID signature verification mode.
Referring to fig. 4, fig. 4 is a flowchart illustrating an exemplary flow of a cross-platform government process; in some cases, the government affairs process to be applied by the citizen may require the participation of more than one relevant department, and in the related art, the citizen is generally required to run among a plurality of departments or windows, or cooperate with office software to perform information synchronization to complete the government affairs processing task across platforms. In an illustrated embodiment, the government office platform may include a front government office platform and a main government office platform; when the corresponding government affair processing is carried out on the main government affair office platform, a decentralized identity signature carried by the prepositive government affair data provided by the prepositive government affair office platform can be obtained and verified firstly; and if the verification is passed, further executing government affair processing of the main government affair office platform based on the preposed government affair data. By analogy, if three or more departments need to cooperate, the front government office platform and the main government office platform can be divided according to the sequence of business handling, for example, two front office platforms and one main government office platform, and then the scheme is executed.
For example, assuming that a floating population couple brings a child to go to school in a city, the school needs to meet the corresponding score entrance standard. The entrance point standard covers a plurality of data such as parental academic calendar, renting room information, membership information and the like, so that the couple can put forward service certificate handling applications in a plurality of government departments such as a residence and construction office, an education office and the like; after receiving the application, each department checks the digital identity of the member at the mouth, and after the check is passed, the department transacts the business certificate for the couple and signs the business certificate by using respective DID information; after the couple takes the business certificate, submitting the business certificate as preposed government affair data to a corresponding school, carrying out DID (do it yourself) label checking on the business certificate by the school through an education bureau system, and after the label checking is passed, transacting the business of entering school for the child according to the policy. Similarly, a successful admission receipt may also include the DID signature of the school's educational office system so that the couple may prove to others that the school indeed passed their children's admission application.
By applying the scheme, the cooperation of a plurality of government office platforms can be realized, under the premise of ensuring safety and reliability, citizens are not required to obtain paper certification documents, and the work efficiency is obviously improved.
In one embodiment, the government affairs result can be used for uploading the certificate. Specifically, in the block chain and decentralized identity based government affairs processing system, the government affairs office platform is further configured to: after a government affair processing result carrying a decentralized identity signature of the government affair office platform is generated, the government affair processing result is sent to the block chain; the block chain is further configured to: and acquiring the government affair processing result sent by the government affair office platform, and storing the government affair processing result in a distributed account book of the block chain.
In another illustrated embodiment, the government affairs processing results stored in the blockchain can be further arranged into a government affairs processing archive; specifically, the system for government affairs processing based on blockchains and decentralized identities may further include a digital identity archive platform docked to the blockchains, configured to group the government affair processing results stored in the distributed ledger of the blockchains according to the decentralized identities of the citizens, and generate government affair processing archives corresponding to the decentralized identities of the citizens according to the government affair processing results in each group. Business information handled by citizens is stored in the block chain, and people and object portrayal of the citizens is enriched. The relevant departments can create a complete digital identity profile for the citizen according to the information on the chain, and the profile can be updated in real time along with the social activities of the citizen. After the scheme is realized, the system is convenient for related departments to carry out tracing management according to personnel, and is also beneficial for citizens to supervise government affair treatment of the related departments.
Continuing to take the example that the floating population couples bring children to the city for learning, after the business of entering learning is successfully transacted, the digital identity archive platform can screen out the government affair processing results related to the couple according to the DID and arrange the government affair processing results into government affair processing archives; when the previous government affairs processing result needs to be presented later, the couple can be called by the DID identity.
The above description is directed to all embodiments of the block chain and decentralized identity based government affairs processing system. As can be seen from the foregoing embodiments, on the one hand, in the government affair processing system, decentralized identities of citizens and government affair office platforms are managed and verified by block chains, and since the block chains are distributed systems based on a cryptographic principle and composed of a plurality of nodes, the distributed systems are difficult to attack and tamper, and therefore, compared with a traditional government affair hall, the security of the government affair processing system can be improved. On the other hand, in the process that the citizen requests the government affair office platform to perform government affair processing by using the client, the citizen and the government affair office platform use the corresponding decentralized identity to perform signature verification, so that the information sent by the citizen and the government affair office platform cannot be repudiated, and the transparency of the government affair processing system can be improved by the scheme.
The present specification also provides an embodiment of a corresponding block chain and decentralized identity based government affairs processing method as follows: FIG. 5 is a flowchart illustrating a method for government processing based on blockchain and decentralized identity; the block chain is connected with a client and a government affair office platform; the block chain stores the decentralized identity of citizens and the decentralized identity of government affair office platforms; the above method may comprise the steps of:
s501, the client side initiates a government affair processing request carrying a decentralized identity signature of a citizen;
s502, the government affair office platform responds to the government affair processing request initiated by the client, performs corresponding government affair processing after calling the decentralized identity verification service of the block chain to perform legality verification on the government affair processing request, generates a government affair processing result carrying the decentralized identity signature of the government affair office platform, and returns the government affair processing result to the client;
and S503, the client calls the decentralized identity verification service of the block chain to carry out validity verification on the result of the government affair processing, and if the result passes the validity verification, the government affair processing is finished.
In one embodiment, the method further comprises: the client initiates a new request of decentralized identity establishment of the citizen to the block chain, wherein the new request of decentralized identity establishment of the citizen carries identity information input by the citizen; generating a first public and private key pair corresponding to the citizen; and the block chain responds to the new request of the decentralized identity of the citizen to generate the decentralized identity of the citizen, and adds the public key in the first type of public and private key pair into the decentralized identity document of the citizen so as to deposit the certificate in the distributed account book of the block chain. By applying the scheme, the new establishment process of decentralized identity of citizens can be realized.
In one embodiment, the method further comprises: the government affair office platform initiates a decentralized identity new building request of the government affair office platform to the block chain, wherein the decentralized identity new building request of the government affair office platform carries identity information input by the government affair office platform; generating a second public and private key pair corresponding to the government affair office platform; and the block chain responds to the new request of the decentralized identity of the government affair office platform, generates the decentralized identity of the government affair office platform, and adds the public key in the second type of public and private key pair into the document of the decentralized identity of the government affair office platform so as to store the certificate in the distributed account book of the block chain. By applying the scheme, the new establishment process of decentralized identity of the government affair office platform can be realized.
In an embodiment shown, the government office platform comprises a front government office platform and a main government office platform; the above-mentioned corresponding government affair processing includes: acquiring and verifying a decentralized identity signature carried by preposed government data provided by a preposed government office platform; and if the verification is passed, further executing government affair processing of the main government affair office platform based on the preposed government affair data. By applying the scheme, the requirement of cross-platform government affair processing can be met, and the cooperation of a plurality of government affair office platforms is realized.
In an embodiment, after the generating the result of the government affairs process bound with the decentralized identity of the government affairs office platform, the method further comprises: the government affair office platform sends the government affair processing result to the block chain; and the block chain acquires the government affair processing result sent by the government affair office platform and stores the government affair processing result in a distributed account book of the block chain. By applying the scheme, the non-tamper property of the government affair treatment result can be further ensured, and the supervision and management are facilitated.
In one embodiment, the method further comprises: and the digital identity archive platform which is connected to the block chain divides the government affair processing results of the certificates stored in the distributed account book of the block chain into groups according to the decentralized identity of the citizen, and generates the government affair processing archives corresponding to the decentralized identity of the citizen respectively according to the government affair processing results in each group. By applying the scheme, the government affair processing result can be divided and sorted according to the decentralized identity of the citizen, so that the government affair processing file of the citizen is obtained, and the citizen can be conveniently and quickly called.
The embodiments of the present disclosure also provide a computer device, which at least includes a memory, a processor, and a computer program stored in the memory and executable on the processor, where the processor executes the program to implement the foregoing block chain and decentralized identity based government affair processing method, specifically, the block chain and decentralized identity based government affair processing method may be implemented in one device at the same time, or the block chain and decentralized identity based government affair processing method may be implemented in different devices in different links.
Fig. 6 is a schematic diagram illustrating a more specific hardware structure of a computing device according to an embodiment of the present disclosure, where the computing device may include: a processor 1010, a memory 1020, an input/output interface 1030, a communication interface 1040, and a bus 1050. Wherein the processor 1010, memory 1020, input/output interface 1030, and communication interface 1040 are communicatively coupled to each other within the device via bus 1050.
The processor 1010 may be implemented by a general-purpose CPU (Central Processing Unit), a microprocessor, an Application Specific Integrated Circuit (ASIC), or one or more Integrated circuits, and is configured to execute related programs to implement the technical solutions provided in the embodiments of the present disclosure.
The Memory 1020 may be implemented in the form of a ROM (Read Only Memory), a RAM (Random Access Memory), a static storage device, a dynamic storage device, or the like. The memory 1020 may store an operating system and other application programs, and when the technical solution provided by the embodiments of the present specification is implemented by software or firmware, the relevant program codes are stored in the memory 1020 and called to be executed by the processor 1010.
The input/output interface 1030 is used for connecting an input/output module to input and output information. The i/o module may be configured as a component in a device (not shown) or may be external to the device to provide a corresponding function. The input devices may include a keyboard, a mouse, a touch screen, a microphone, various sensors, etc., and the output devices may include a display, a speaker, a vibrator, an indicator light, etc.
The communication interface 1040 is used for connecting a communication module (not shown in the drawings) to implement communication interaction between the present apparatus and other apparatuses. The communication module can realize communication in a wired mode (such as USB, network cable and the like) and also can realize communication in a wireless mode (such as mobile network, WIFI, Bluetooth and the like).
Bus 1050 includes a path that transfers information between various components of the device, such as processor 1010, memory 1020, input/output interface 1030, and communication interface 1040.
It should be noted that although the above-mentioned device only shows the processor 1010, the memory 1020, the input/output interface 1030, the communication interface 1040 and the bus 1050, in a specific implementation, the device may also include other components necessary for normal operation. In addition, those skilled in the art will appreciate that the above-described apparatus may also include only those components necessary to implement the embodiments of the present description, and not necessarily all of the components shown in the figures.
Embodiments of the present specification also provide a computer-readable storage medium, on which a computer program is stored, which when executed by a processor implements the aforementioned block chain and decentralized identity based government affair processing method.
Computer-readable media, including both non-transitory and non-transitory, removable and non-removable media, may implement information storage by any method or technology. The information may be computer readable instructions, data structures, modules of a program, or other data. As defined herein, a computer readable medium does not include a transitory computer readable medium such as a modulated data signal and a carrier wave.
From the above description of the embodiments, it is clear to those skilled in the art that the embodiments of the present disclosure can be implemented by software plus necessary general hardware platform. Based on such understanding, the technical solutions of the embodiments of the present specification may be essentially or partially implemented in the form of a software product, which may be stored in a storage medium, such as a ROM/RAM, a magnetic disk, an optical disk, etc., and includes several instructions for enabling a computer device (which may be a personal computer, a server, or a network device, etc.) to execute the methods described in the embodiments or some parts of the embodiments of the present specification.

1. A system for government affairs handling based on blockchain and decentralized identity, comprising:
the block chain is used for managing decentralized identities of citizens and decentralized identities of government affair office platforms and providing decentralized identity verification service in the government affair management process;
the client side which is connected to the block chain is used for initiating a government affair processing request based on the decentralized identity of the citizen and calling the decentralized identity verification service of the block chain to carry out validity verification on the government affair processing result after receiving the government affair processing result;
and the government affair office platform which is connected to the block chain is used for responding to the government affair processing request initiated by the client, carrying out corresponding government affair processing after calling the decentralized identity verification service of the block chain to carry out legality verification on the government affair processing request, generating a government affair processing result carrying the decentralized identity signature of the government affair office platform, and returning the government affair processing result to the client.
2. The system of claim 1, the client further to:
initiating a new request of decentralized identity of the citizen to the block chain, wherein the new request of decentralized identity of the citizen carries identity information input by the citizen; generating a first public and private key pair corresponding to the citizen;
the blockchain is further configured to: responding to the new request of the decentralized identity of the citizen, generating the decentralized identity of the citizen, and adding the public key in the first type of public and private key pair into the document of the decentralized identity of the citizen so as to deposit the certificate in the distributed account book of the block chain.
3. The system of claim 2, the government office platform further for:
initiating a decentralized identity new establishment request of a government affair office platform to the block chain, wherein the decentralized identity new establishment request of the government affair office platform carries identity information input by the government affair office platform; generating a second public and private key pair corresponding to the government affair office platform;
the blockchain is further configured to: responding to the new request of the decentralized identity of the government affair office platform, generating the decentralized identity of the government affair office platform, and adding the public key in the second type public and private key pair into the document of the decentralized identity of the government affair office platform so as to store the certificate in the distributed account book of the block chain.
4. The system of claim 3, the government office platform comprising a front-facing government office platform and a main government office platform;
the corresponding government affair processing comprises the following steps:
acquiring and verifying a decentralized identity signature carried by preposed government data provided by a preposed government office platform; and if the verification is passed, further executing government affair processing of the main government affair office platform based on the preposed government affair data.
5. The system of claim 1, the government office platform further for: after a government affair processing result carrying a decentralized identity signature of the government affair office platform is generated, the government affair processing result is sent to the block chain;
the blockchain is further configured to: and acquiring the government affair processing result sent by the government affair office platform, and storing the government affair processing result in a distributed account book of the block chain.
6. The system of claim 1, further comprising:
and the digital identity archive platform is connected to the block chain in a butt joint mode and is used for grouping the government affair processing results of the certificates stored in the distributed account book of the block chain according to the decentralized identity of the citizen and respectively generating government affair processing archives corresponding to the decentralized identity of the citizen according to the government affair processing results in each group.

A government affair processing method based on a block chain and decentralized identity, wherein the block chain is connected with a client and a government affair office platform; the block chain stores the decentralized identity of citizens and the decentralized identity of government affair office platforms; the method comprises the following steps:
the client side initiates a government affair processing request carrying a decentralized identity signature of the citizen;
the government affair office platform responds to the government affair processing request initiated by the client, performs corresponding government affair processing after calling decentralized identity verification service of the block chain to perform legality verification on the government affair processing request, generates a government affair processing result carrying decentralized identity signatures of the government affair office platform, and returns the government affair processing result to the client;
and the client calls a decentralized identity verification service of the block chain to carry out validity verification on the government affair processing result, and if the result passes the validity verification, the government affair processing is finished.
8. The method of claim 1, further comprising:
the client initiates a new request of decentralized identity of the citizen to the block chain, wherein the new request of decentralized identity of the citizen carries identity information input by the citizen; generating a first public and private key pair corresponding to the citizen;
and the block chain responds to the new request of the decentralized identity of the citizen to generate the decentralized identity of the citizen, and adds the public key in the first type of public and private key pair into the document of the decentralized identity of the citizen so as to store the certificate in the distributed account book of the block chain.
9. The method of claim 8, further comprising:
the government affair office platform initiates a decentralized identity new establishment request of the government affair office platform to the block chain, wherein the decentralized identity new establishment request of the government affair office platform carries identity information input by the government affair office platform; generating a second public and private key pair corresponding to the government affair office platform;
and the blockchain responds to a new request of decentralized identity of the government affair office platform, generates decentralized identity of the government affair office platform, and adds a public key in the second type of public and private key pair into a document of the decentralized identity of the government affair office platform so as to store the certificate in a distributed account book of the blockchain.
10. The method of claim 9, the government office platforms comprising a front-facing government office platform and a main government office platform;
the corresponding government affair processing comprises the following steps:
acquiring and verifying a decentralized identity signature carried by preposed government data provided by a preposed government office platform; and if the verification is passed, further executing government affair processing of the main government affair office platform based on the preposed government affair data.
11. The method according to claim 7, after said generating a government affairs treatment result bound to a decentralized identity of the local government office platform, the method further comprising:
the government affair office platform sends the government affair processing result to the block chain;
and the block chain acquires the government affair processing result sent by the government affair office platform, and stores the government affair processing result in a distributed account book of the block chain.
12. The method of claim 7, further comprising:
and the digital identity archive platform which is connected to the block chain divides the government affair processing results of the certificates stored in the distributed account book of the block chain into groups according to the decentralized identity of the citizen, and generates the government affair processing archives corresponding to the decentralized identity of the citizen respectively according to the government affair processing results in each group.
13. A computer device comprising at least a memory, a processor and a computer program stored on the memory and executable on the processor, wherein the processor when executing the program implements the method of any of claims 7 to 12.
14. A computer-readable storage medium, on which a computer program is stored which, when being executed by a processor, carries out the method of any one of claims 7 to 12.
