The system of claim 2, wherein the technical evaluation module is configured to divide the technical process into thirteen stages, wherein one stage to three stages are defined as a first stage, four stages to six stages are defined as a second stage, seven stages to nine stages are defined as a third stage, and ten stages to thirteen stages are defined as a fourth stage.
4. The system of claim 1, further comprising an intellectual property stability module, wherein the intellectual property stability module evaluates and warns the condition of intellectual property of both parties.
5. The system of claim 1, further comprising a credit rating module, wherein the credit rating module is configured to perform accounting on the entered information of the technical party and the demand party, and to filter and mark the mismatch with the entered information.
6. The system of claim 1, further comprising a third-party auxiliary module; the third-party auxiliary module comprises information input of a third-party government unit or information input of a third-party financial institution, and is in butt joint with the technical evaluation module of the technical party and the demand evaluation module of the demand party for mutual selection.
7. The scientific and technological achievement transfer and transformation system according to claims 1-6, characterized in that an achievement docking module matches information of a technical party technical assessment module and a demand party demand assessment module, and an intellectual property stability module enters information of the achievement docking module to the technical party technical assessment module and the demand party demand assessment module to analyze and suggest; and recording and retaining the final result through a credit rating module.
8. The system of claim 7, wherein the achievement docking module further comprises a team technical clue module for extracting keywords of problem areas that the team can solve by developing the achievement disclosure in the past.
9. The scientific and technological achievement transfer and transformation system according to claim 7, wherein the achievement docking module docks:
step 1, performing a first round of matching on warehousing keywords and IPC classifications of a technical party and a demand party to obtain first round of matching information;
step 2, performing a second round on the first round of matching information according to budgets and scales of a technical party and a demand party to obtain second round of matching information;
and 3, performing offline butt joint on the second round of matching information to form result transfer conversion.
