The middle part of the monitoring cabinet 1 is also provided with a water baffle 18, the lifting rod 2 extends upwards from the water baffle 18, the wall of the monitoring cabinet 1 at the position of the water baffle 18 is provided with a water drainage hole 19, the upper part of the monitoring cabinet 1 is provided with an opening, the water baffle 18 is arranged for preventing rainwater from entering the equipment box 3 and the speed reducing motor 7, and the rainwater falling on the water baffle 18 can be drained out of the cabinet from the water drainage hole 19.

A transverse top head 20 is further arranged between the two detector mounting rods 4, the ends of the two transverse top heads 20 are in contact fit with each other but are not connected with each other, and the two transverse top heads 20 can enable the two detector mounting rods 4 to keep a certain distance.
