The hot water pipe 27, the warm water pipe 28 and the cold water pipe 29 are respectively provided with a flow valve 8 and a temperature sensor 9; the temperature sensor 9 detects the temperature of the water in each water pipe, and determines which flow valve or valves 8 are opened by comparing the temperature with the actual temperature and the set temperature. If the set temperature is lower than the actual temperature, the flow valve 8 of the cold water pipe 29 is opened. If the set temperature is higher than the actual temperature, the flow valve 8 of the hot water pipe 27 is opened; if the set temperature is equal to the actual temperature, a proportional valve opening is carried out, namely, the neutralization temperature is obtained through temperature and flow calculation, and the opening degree of the flow valve 8 is determined. The temperature sensor 9 monitors the temperature in each pipe in real time, and if the temperature changes, the opening degree of each flow valve 8 is recalculated to ensure the outlet water temperature. Under normal conditions, the warm water pipe 28 is normally opened and is matched with the hot water pipe 27 to open the valve so as to increase the temperature, and the cold water pipe 29 is matched with the valve so as to reduce the temperature; the power consumption is reduced.
