As shown in figure 1, the invention adds a number analysis rule in SCP AS, inserts a pre-insertion code, and the mobile phone terminal automatically recognizes the pre-insertion code to distinguish calling scenes, and adapts to the area code of each fixed phone through the PANI header field reported by SBC. Taking a 4G mobile communication private network as an example, to realize interconnection and interworking between the 4G mobile communication private network and a public network, the number analysis configuration is simplified, and the specific implementation steps are as follows:

The front three digits of the front inserting code are 111, the front three digits of the front inserting code are VoLTE mobile phones, the front four digits of the front inserting code are 2, 4G C mobile phones, the front four digits of the front inserting code are 7, calls in different domains, the front five digits of the front inserting code are 3, the calling VoLTE mobile phone out-of-domain, the front fifth digit of the front inserting code is 4, the calling 4G C mobile phone out-of-domain, the fifth digit of the front inserting code is 8, called anchor, PSTN and IMS; undefined preamble position codes are used as reservations for new scenarios.
3. SCP AS network element deployment configuration
AS shown in fig. 2, the preamble is judged by the SCP AS network element and inserted in the P-Asserted-Identity parameter, and the calling and called call manifestation after inserting the preamble is shown in fig. 3.
And triggering an SCP AS in the calling process, analyzing the calling number and the called number of the calling party and the calling scene by the SCP AS, and inserting a response pre-insertion code according to the calling scene.
4. Call answering
The called user receives the call, when the called user is a mobile phone user and is an intra-domain call, the mobile phone terminal of the called user automatically recognizes and deletes the front insertion code; when the called user is a mobile phone user and is an out-of-domain call, the front insertion code is identified and deleted through the intercommunication gateway; when the called user is a fixed telephone user, the PANI header field reported by the SBC is used for adapting the area code of each fixed telephone, and each fixed telephone is correctly routed.
