A scientific and technological achievement evaluation report automatic generation and updating method based on a block chain is characterized in that the method is realized by adopting the block chain, the block chain comprises user block chain nodes, work block chain nodes, expert block chain nodes, links among all block chain link nodes and an updating trigger module, and the method specifically comprises the steps of firstly, constructing a scientific and technological achievement evaluation database according to scientific and technological achievement evaluation data provided by a data provider, meanwhile, determining variables of a consensus process of expert scientific and technological achievement evaluation analysis decisions according to user requirements provided by the user block chain nodes, performing consensus on the expert scientific and technological achievement evaluation analysis decision results, inputting the consensus results into the scientific and technological achievement evaluation database, and generating a scientific and technological achievement evaluation report template; then, dividing the scientific and technological achievement evaluation report template, and issuing the division result to each work block chain node; aiming at the task division results of the link points of each working block, performing task-related data mining on a scientific and technological achievement evaluation database by using a data mining technical method, and obtaining data mining results; and finally, filling the data mining results obtained by each work block chain node into a scientific and technological achievement evaluation report template to obtain a scientific and technological achievement evaluation report, authenticating the scientific and technological achievement evaluation report by an expert, delivering the scientific and technological achievement evaluation report authenticated by the expert to a user, independently establishing an updating trigger condition for updating the report aiming at the report, storing the updating trigger condition in an updating trigger module, judging whether the report meets the updating trigger condition for updating the report after a certain time, triggering the updating trigger module when the report meets the updating trigger condition for updating the report, updating the scientific and technological achievement evaluation report, and feeding the updated scientific and technological achievement evaluation report back to the user.
2. The method as claimed in claim 1, wherein the data provider refers to a data provider authenticated by blockchain that can provide data related to scientific and technological achievement evaluation, a providing organization, and a platform;
the scientific and technological achievement evaluation database refers to all data which are provided by a data provider and are subjected to block chain authentication and related to scientific and technological achievement evaluation; the scientific and technological achievement assessment database is constructed and stored by adopting a block chain technology; the data of the scientific and technological achievement evaluation database comprises scientific and technological achievement data, research and development flow data, scientific and technological achievement main body and research and development organization data, application party data, related literature and network information data, related technical product data, competitive and complementary scientific and technological achievement data at home and abroad and literature and network information data thereof, evaluation expert data, application effect information, economic benefit and social benefit information, cultural influence information, standard user demand information, technical investment information and policy guidance information.
3. The method of claim 1, wherein the report comprises a report of scientific and technological achievements,
the expert block chain link point group refers to a group formed by expert block chain link points which can undertake scientific and technological achievement evaluation work and are subjected to block chain authentication; when a user puts forward a demand, screening out part of expert block chain link points which meet the user demand and are suitable for participating in scientific and technological achievement evaluation from the expert block chain link points according to the user demand, an expert authentication result and a historical work record of the expert block chain link points, constructing a cluster of the expert block chain nodes, and carrying out corresponding scientific and technological achievement evaluation work; the user block chain node refers to a user block chain node which provides a scientific and technological achievement evaluation requirement.
4. The method of claim 1, wherein the report comprises a report of scientific and technological achievements,
the consensus process for the expert scientific and technological achievement evaluation analysis decision refers to that the expert block chain link point group performs consensus on the expert scientific and technological achievement evaluation analysis decision result by adopting a block chain consensus method according to the user requirements; the scientific and technological achievement evaluation and analysis decision-making refers to that an expert performs specialized prediction, architecture design and description of each part and a target on a scientific and technological achievement evaluation process according to user requirements, and evaluates, analyzes and decides scientific and technological achievement related to basic principles and methods of decision-making and analysis, evaluation feasibility schemes and alternative schemes and feedback and cooperation mechanisms among block chain nodes; because the data and the user types of the scientific and technological achievement evaluation database are limited and the user requirements have certain regularity, the mode of summarizing and summarizing the data of the scientific and technological achievement evaluation database and classifying the user types and the user requirements is adopted, the block chain consensus algorithm is realized by using the expert block chain link point group, and the expert scientific and technological achievement evaluation analysis decision results are subjected to consensus.
