Based on the first aspect, in some embodiments of the invention, dumping ship record alarm identifications of expired dumping permit, reported shutdown, non-annual inspection and occurrence of dumping instrument equipment alarm signals are compared with dumping ship registration information and operation data information, including an overterm operation alarm, an instrument removal alarm, an external power supply alarm, a water depth measurement alarm and a GPS alarm.
In this embodiment, the alarm identifier includes an over-time operation alarm, an instrument removal alarm, an external power supply alarm, a water depth measurement alarm, and a GPS alarm, and the staff member inquires and determines the operation status of the dumping ship and the dumping instrument in the WebGIS system according to the above information.
Based on the first aspect, in some embodiments of the present invention, the periodically extracting and analyzing the operation data of the dumping ship to determine whether the dumping ship performs the operation in the designated dumping area comprises: the ship comprises a dumping ship, a dumping ship longitude and latitude, a dumping ship speed, a dumping ship course, a dumping ship draft, a dumping ship lock state, a dumping ship operation time, an engineering area and a dumping area.

Analyzing the operation process and state change of the dumping ship:
(1) and (3) standardizing the operation flow: entering the operation area, increasing the water depth value, exiting the operation area, entering the dumping area, decreasing the water depth value (opening a ship lock), exiting the dumping area;
(2) violation work flow 1: entering an operation area, increasing a water depth value, exiting the operation area, decreasing the water depth value (opening a ship lock), entering a dumping area, exiting the dumping area;
(3) violation operation flow 2: entering the operation area-increasing the water depth value-exiting the operation area-entering the dumping area (nearby non-designated type dumping area) -decreasing the water depth value (opening the ship lock) -exiting the dumping area;
(4) violation work flow 3: enter operation area-increase of water depth value-exit operation area-decrease of water depth value (opening of ship lock).
Based on the first aspect, in some embodiments of the present invention, invoking a GIS mapping module to load and dynamically adjust the dumping ship attribute information and the operation data, generating a dumping ship marine operation process map, and forming a dumping ship operation condition information identification report includes: calling a GIS drawing module, creating an IElementText interface, and dynamically adjusting the attribute value of the dumping ship; extracting the water depth data of the dumping ship, eliminating abnormal values of 0 and 65.53 caused by wind waves, side sways and the like, dividing the water depth data of the dumping ship into 10 numerical intervals, creating an Islas Breaks render interface, and dynamically adjusting the water depth value for graded coloring rendering; extracting longitude and latitude data of the dumping ship, determining four-to-coordinate, namely a dumping ship operation range, creating an IEnvelope interface, zooming a GIS drawing template view and positioning the center of the GIS drawing template view to the four-to-coordinate range; calling an IMapGrids interface, and dynamically updating and loading a map grid set according to a scale range in a GIS (geographic information System) drawing template; and creating a lexport interface, setting output parameters and ranges, generating an operation track diagram and an operation position diagram which contain operation process and state change description, and forming an identification report of the operation condition information of the dumping ship.
In the embodiment, a GIS drawing template is called, attribute information of the dumping ship is dynamically adjusted, water depth value is adjusted, grading, coloring and rendering are carried out, the view range of the template is zoomed and centered, a map grid is updated and loaded, output parameters and ranges are set, a marine operation process diagram of the dumping ship is generated, and an information identification report of the operation condition of the dumping ship is formed. The embodiment of the application provides a waste dumping ship maritime work violation judgment system which comprises a waste dumping recorder data receiving, storing and equipment warning analysis module, a waste dumping ship work data analyzing, judging and short message warning module and a waste dumping ship work process GIS (geographic information System) drawing module, wherein the waste dumping recorder data receiving, storing and equipment warning analysis module and the waste dumping ship work data analyzing, judging and short message warning module are connected with the waste dumping ship work process GIS drawing module; the waste pouring recorder data receiving and storing and equipment alarm analyzing module comprises: the system is used for receiving, storing and reading the waste dumping recorder return data in real time, analyzing and recording the current running conditions of a waste dumping ship and waste dumping recorder equipment, and inquiring and monitoring through a WebGIS system; and a waste ship illegal operation short message warning module: the system is used for extracting and analyzing the operation data of the dumping ship at regular time, comprehensively judging whether to carry out operation in a specified dumping area according to operation state change and spatial operation, and sending a short message alarm to suspected illegal operation; a GIS drawing module in the waste dumping ship operation process: the system is used for calling a GIS drawing module to load and dynamically adjust the dumping ship attribute information and the operation data, generating a dumping ship marine operation process diagram and forming a dumping ship operation condition information identification report.
In the embodiment, the navigation and carrying states of the dumping ship are analyzed, and the dumping operation track graph and the operation position graph which contain the operation process and state description of the dumping ship are generated while the alarm information is sent out, so that an information identification report of the operation condition of the dumping ship is formed, and a scientific judgment basis is provided for the comprehensive law enforcement department of the ocean.

In summary, the violation determination method for marine operation of the dumping ship provided by the embodiment of the application comprises the following steps: processing and analyzing the returned data of the dumping waste recorder in real time, and monitoring the running condition of the dumping waste ship; regularly extracting and analyzing the returned data, and judging whether the dumping ship carries out operation in the specified dumping area; and calling a GIS (geographic information System) drawing module to load and dynamically adjust the attribute information and the operation data of the dumping ship, generating a marine operation process diagram of the dumping ship, and forming an information identification report of the operation condition of the dumping ship.
In the above embodiment, the registration data of the dumping ship and the dumping operation data are automatically and circularly loaded by using a programming technology, a database technology and a GIS component technology, firstly, the alarm type, the state and the time are written into the database by analyzing the dumping license, the stop and recovery work, the annual inspection record and the alarm data of the dumping instrument, so that a manager can master the operation conditions of the dumping ship and the dumping recorder equipment at any time in a WebGIS monitoring system; comprehensively judging whether the dumping ship carries out operation in a specified dumping area or not according to the navigation speed, the course, the navigation track, the draft, the state of a ship lock, the operation time and the superposition analysis of the engineering area and the dumping area of the dumping ship, and sending a short message alarm to a manager when a behavior suspected to be illegal is found; and thirdly, dynamically generating a dumping operation track graph and an operation position graph containing dumping ship operation process and state description by applying a GIS drawing template to form a dumping ship operation condition information identification report.
In the embodiment, the dumping operation track map and the operation position map which contain operation process and state description are generated, so that powerful information support can be provided for ocean dumping management personnel and law enforcement inspection, and scientific judgment basis is provided for ocean comprehensive law enforcement departments.
A waste ship dumping maritime work violation judgment system comprises a waste recorder data receiving, storing, equipment alarming and analyzing module, a waste ship dumping work data analyzing, judging and short message alarming module and a waste ship dumping work process GIS drawing module, wherein the waste recorder data receiving, storing, equipment alarming and analyzing module, the waste ship dumping work data analyzing, judging and short message alarming module are connected with the waste ship dumping work process GIS drawing module; the waste pouring recorder data receiving and storing and equipment alarm analyzing module comprises: the system is used for receiving, storing and reading the waste dumping recorder return data in real time, analyzing and recording the current running conditions of a waste dumping ship and waste dumping recorder equipment, and inquiring and monitoring through a WebGIS system; and a waste ship illegal operation short message warning module: the system is used for extracting and analyzing the operation data of the dumping ship at regular time, comprehensively judging whether to carry out operation in a specified dumping area according to operation state change and spatial operation, and sending a short message alarm to suspected illegal operation; a GIS drawing module in the waste dumping ship operation process: the system is used for calling a GIS drawing module to load and dynamically adjust the dumping ship attribute information and the operation data, generating a dumping ship marine operation process diagram and forming a dumping ship operation condition information identification report.
In the embodiment, the navigation and carrying states of the dumping ship are analyzed, a short message alarm is sent out when suspected illegal operation occurs, a dumping operation track graph and an operation position graph which contain operation process and state description are generated, an identification report of operation condition information of the dumping ship is formed, and a scientific judgment basis is provided for an ocean comprehensive law enforcement department.

Claims (10)

1. A violation judgment method for marine operation of a dumping ship is characterized by comprising the following steps:
processing and analyzing the returned data of the waste dumping recorder in real time, and monitoring the running conditions of the waste dumping ship and waste dumping recorder equipment;
extracting and analyzing the operation data of the dumping ship at regular time, and judging whether the dumping ship carries out operation in a specified dumping area;
and calling a GIS (geographic information System) drawing module to load and dynamically adjust the attribute information and the operation data of the dumping ship, generating a marine operation process diagram of the dumping ship, and forming an information identification report of the operation condition of the dumping ship.
2. The method for determining the violation of marine operation of the dumping ship according to claim 1, wherein the step of processing and analyzing the data returned by the dumping ship recorder in real time and the step of monitoring the operation status of the dumping ship and the dumping ship recorder comprises the following steps:
receiving and storing the returned data of the dumping waste recorder in real time, analyzing the alarm data of the dumping waste recorder equipment, the attribute data of the dumping waste ship and the dumping waste operation data, writing the data into a dumping waste ship operation information table of a database, regularly reading the data of the dumping waste ship registry, calling an SQLServer storage process, extracting the data information corresponding to the registered ship number in the dumping waste ship operation information table, and writing the data into a temporary data table;
comparing the dumping ship registration information with the operation data information, and recording and alarming marks of dumping ships with expired licenses, reported shutdown, non-annual inspection and alarm signals of dumping instrument equipment;
and writing the type of the alarm identifier, the state of the alarm information and the time of the alarm information into a dumping ship alarm state table.

The method for determining the violation of marine operation on the dumping-dumping ship according to claim 2, wherein the dumping-dumping recorder returns data reading and analyzing in real time, writes the data into a dumping-dumping ship operation information table of a database, reads the dumping-dumping ship registry data at regular time, calls a SQLServer storage process, extracts the operation data corresponding to the registered ship number in the dumping-dumping ship operation information table, and writes the operation data into a temporary data table, wherein the operation data information comprises the preset dumping-dumping ship number and operation data information in a specific time period.
4. The method for determining the violation of marine operation on the dumping-waste ship according to claim 2, wherein the dumping-waste recorder returns data reading and analyzing in real time, writes the data into a dumping-waste operation information table of a database, reads the dumping-waste registration table data at regular time, cyclically extracts a dumping-waste serial number, a dumping-waste name, a dumping-waste dumping license, a dumping-waste stop and recovery of the dumping-waste ship and a dumping-waste annual inspection record, calls a SQLServer storage process, extracts operation data information of the dumping-waste operation information table corresponding to the registered ship serial number, and writes the operation data information into a temporary data table.

The method for determining the violation of marine operation on the dumping ship according to claim 2, wherein the dumping ship record alarm marks of overdue dumping permit, reported shutdown, non-annual inspection and occurrence of dumping instrument alarm signals according to the dumping ship registration information and the operation data information comprise an overterm operation alarm, an instrument dismantling alarm, an external power supply alarm, a water depth measurement alarm and a GPS alarm.

The method for determining the violation of marine operation on the dumping ship according to claim 1, wherein the step of extracting and analyzing the operation data of the dumping ship at regular time and determining whether the dumping ship carries out the operation in the specified dumping area comprises the following steps: the ship comprises a dumping ship, a dumping ship longitude and latitude, a dumping ship speed, a dumping ship course, a dumping ship draft, a dumping ship lock state, a dumping ship operation time, an engineering area and a dumping area.

The method for determining the violation of the marine operation of the dumping ship as claimed in claim 1, wherein the step of calling a GIS (geographic information system) drawing module to load and dynamically adjust the attribute information and the operation data of the dumping ship to generate a diagram of the marine operation process of the dumping ship and form an identification report of the marine operation condition information of the dumping ship comprises the following steps:
calling a GIS drawing module, creating an IElementText interface, and dynamically adjusting the attribute value of the dumping ship;
extracting the water depth data of the dumping ship, eliminating abnormal values of 0 and 65.53 caused by wind waves, side sways and the like, dividing the water depth data of the dumping ship into 10 numerical intervals, creating an Islas Breaks render interface, and dynamically adjusting the water depth value for graded coloring rendering;

The violation judgment system for marine operation of the dumping ship is characterized by comprising a dumping ship recorder data receiving, storing and equipment alarming analysis module, a dumping ship operation data analyzing, judging and short message alarming module and a dumping ship operation process GIS (geographic information System) drawing module, wherein the dumping ship recorder data receiving, storing and equipment alarming analysis module and the dumping ship operation data analyzing, judging and short message alarming module are connected with the dumping ship operation process GIS drawing module;
the waste pouring recorder data receiving and storing and equipment alarm analyzing module comprises: the system is used for receiving, storing and analyzing the data returned by the waste dumping recorder in real time, analyzing and recording the current running conditions of a waste dumping ship and waste dumping recorder equipment, and inquiring and monitoring through a WebGIS system;
and a waste ship illegal operation short message warning module: the system is used for extracting and analyzing the operation data of the dumping ship at regular time, comprehensively judging whether to carry out operation in a specified dumping area according to operation state change and spatial operation, and sending a short message alarm to suspected illegal operation;
a GIS drawing module in the waste dumping ship operation process: the system is used for calling a GIS drawing module to load and dynamically adjust the dumping ship attribute information and the operation data, generating a dumping ship marine operation process diagram and forming a dumping ship operation condition information identification report.
9. An electronic device, comprising:
at least one processor, at least one memory, and a data bus; wherein:
the processor and the memory complete mutual communication through the data bus; the memory stores program instructions executable by the processor, the processor calling the program instructions to perform the method of any of claims 1 to 7.
