meanwhile, an intra-enterprise with a data outbound requirement calculates and arranges the cross-border index information of the first cross-border data through a second cross-border transaction user side in the data cross-border platform, uploads the cross-border index information of the first cross-border data to a block chain node, and broadcasts the block chain node to other block chain nodes in a main chain cluster in the data cross-border platform after recording;

the enterprise marks the outbound data in the first cross-border data as first cross-border data and forms cross-border index information, after ownership information of the first cross-border data is added into field description of the first cross-border data, the authorization module of the data cross-border platform authenticates the first cross-border data according to the cross-border index information, meanwhile, circulation records of the first cross-border data are linked up through block chain nodes and written into blocks in a block chain system, and at the moment, a multi-backup and coordination mechanism among multiple nodes of the block chain system of the data cross-border platform is used for ensuring that the linked-up cross-border index information, transaction records and data records cannot be tampered;
when an domestic enterprise with a data outbound requirement sends a data outbound requirement mark, reporting the data cross-border customs, receiving the data outbound requirement mark by the data cross-border customs through a cross-border data flow control system, if the data outbound requirement mark is permitted, transmitting first cross-border data from a data center of the domestic enterprise with the data outbound requirement to a data center of an overseas enterprise directly through a first cross-border transaction user side, and enabling the data center of the overseas enterprise to obtain data after the first cross-border data to be second cross-border data; after the transmission is finished, the transaction is used as a transaction, and the tax payment of the transaction is paid through a tax return platform in the data cross-border platform; multiple backups are carried out on cross-border index information and circulation records during transaction through the data cross-border platform; the multiple backups are completed by the data cross-border platform through the internal nodes and the external nodes of the data platform; the internal nodes and the external nodes in the data cross-border platform store multiple backups of cross-border index information and data flow records of all corresponding enterprises;

the overseas enterprise can directly complete data retrieval, transaction initiation, data verification and fee payment in the overseas nodes in the data cross-border platform through the second cross-border transaction user terminal;
the overseas enterprise has an overseas node of the data cross-border platform; after the data center of the overseas enterprise broadcasts the cross-border index information of the data, the cross-border index information of the data and the data stream transfer record can be synchronized to the overseas nodes of the data cross-border platform;
the overseas enterprise can check the cross-border index information of the first cross-border data through the second cross-border transaction user side, initiate a request for calling the first cross-border data to the domestic enterprise, and initiate purchase of the first cross-border data to the domestic enterprise;
when an intra-enterprise obtains an order and has a data cross-border requirement, cross-border index information corresponding to first cross-border data is packaged through a first cross-border transaction user side to form a customs declaration form, the customs declaration form is sent to a customs clearance management module using a cross-border data flow management and control system, and a network address of an overseas data receiving node where an overseas enterprise is located is written in the customs declaration form;
after receiving cross-border index information corresponding to the first cross-border data, the data cross-border customs confirms and records the interior nodes through a customs management module of a cross-border data flow management and control system;
the internal enterprise finishes tax payment, generates a tax payment certificate through the first cross-border transaction user side, and sends the tax payment certificate to a clearance management module using the cross-border data flow management and control system;
after receiving a data index, a customs declaration and a tax payment certificate of first cross-border data, the data cross-border customs issues cross-border transmission permission for the first cross-border data to an internal enterprise by using a clearance management module of a cross-border data flow management and control system, and the internal enterprise sends the first cross-border data to a data center of an external enterprise appointed on the customs declaration through a transmission channel of the data cross-border customs after obtaining the cross-border transmission permission; the data center of the overseas enterprise receives the first cross-border data to serve as second cross-border data, and authenticity verification is conducted on the second cross-border data through the overseas node of the data cross-border platform;
the data cross-border customs performs sampling inspection on the transmitted first cross-border data through a sampling inspection tracing module of a cross-border data flow management and control system, the sampling inspection can be performed through performing Hash calculation on the first cross-border data, and an obtained Hash value is compared with a Hash value in cross-border index information during filing; if the results are the same, the first cross-border data of the cross-border transmission is consistent with the data content of the application submitted by the internal enterprise, otherwise, the violation in the outbound process of the internal enterprise data is judged; finally, the cross-border agent can also use a data cross-border agent module to check the first cross-border data after verification, and the data cross-border customs can also use a data check module of the cross-border data flow control system to check the first cross-border data after verification; by adjusting the proportion of sampling inspection before transmission, the timeliness of cross-border data can be adjusted, and in specific management and control, different data cross-border policies can be implemented by a network office and a network security bureau aiming at different countries or regions.

1. A control method for data cross-border flow based on block chain technology comprises the following steps:
the control method comprises the steps that a data cross-border platform is established, the data cross-border platform serves as a multi-centralization data interaction platform established on the basis of a block chain technology, the functions of the data cross-border platform are set to be cross-border index information generated by original cross-border data uploaded by a data center of an enterprise in an interaction environment instead of directly transmitting the original cross-border data of the enterprise in the interaction environment, and multiple backup is carried out on the cross-border index information; the data cross-border platform is used for building a cross-border data flow management and control system, the cross-border data flow management and control system is an application system built on the basis of the data cross-border platform, and functional modules of the cross-border data flow management and control system comprise a customs clearance management module, a data verification module and a tax management module of cross-border data; the user of the cross-border data flow management and control system is a data cross-border customs, and the supervision mechanism of the data cross-border customs comprises a network credit office and a network security bureau; the data cross-border customs uses a customs management module of a cross-border data flow management and control system to examine and approve cross-border data under the supervision of a network trust office and a network security bureau, and the physical position of the data cross-border customs is positioned on a firewall between the interior and the exterior; the data cross-border customs carries out spot check and tracing on cross-border data through a spot check tracing module of a cross-border data flow management and control system and collects customs duty of cross-border customs declaration for domestic enterprises through a tax management module of data cross-border application; the data acquisition method comprises the steps that a data acquisition party uses an interface of a data cross-border platform to input first acquired data for an in-home enterprise, the first acquired data are used for assisting the in-home enterprise with a data outbound requirement to acquire road data or vehicle data, the data acquisition party is responsible for cleaning the first acquired data to obtain second acquired data and submitting the second acquired data to the in-home enterprise with the data outbound requirement, and then the in-home enterprise with the data outbound requirement collects the cleaned second acquired data and stores the second acquired data in a data center of the in-home enterprise; the data center in the domestic enterprise collects the data needing to be outbound in the second collected data to obtain first cross-border data, and stores the first cross-border data; the method comprises the steps that an intra-enterprise with a data outbound requirement carries out hash value calculation on first cross-border data to obtain a hash value, ownership information of the first cross-border data is added into field description of the first cross-border data, the hash value, the field description and the ownership information are collected to form cross-border index information of the first cross-border data, and the cross-border index information of the first cross-border data is broadcast to intra-nodes of the intra-enterprise and extra-nodes of the extra-enterprise of a data cross-border platform; meanwhile, the data circulation record of the first cross-border data is also subjected to uplink and written into the block of the block chain system, so that the cross-border index information and the data circulation record during uplink can be ensured not to be tampered; the block chain system in the data cross-border platform consists of a plurality of block chain nodes which are physically and logically divided into an intra-environment node of an intra-environment enterprise, an oversea node of an oversea enterprise, an agent node of a cross-border data detection agent company and a management node of a data cross-border customs; the block chain node is a main body for storing cross-environment index information and data flow control and is responsible for executing an intelligent contract in a consensus link; the data nodes are used for performing data cross-border interaction between the domestic nodes of domestic enterprises and the overseas nodes of overseas enterprises, and all cross-border index information and data stream transfer records marked as first cross-border data are stored and synchronized by the block nodes; the data circulation record of the first cross-border data is linked up through a plurality of block chain nodes and is written into a block in a block chain system, and at the moment, a multi-backup and coordination mechanism among a plurality of nodes of the block chain system of the data cross-border platform is used for ensuring that the cross-border index information and the data circulation record of the linked up cannot be tampered; the data cross-border platform comprises three or more nodes; the multiple backups of the cross-border index information and the data circulation record of the first cross-border data are stored in the domestic node of the domestic enterprise, the overseas node of the overseas enterprise, the management node and the proxy node in the block chain system of the data cross-border platform; when an domestic enterprise with a data outbound requirement sends a data outbound requirement mark, reporting the data cross-border customs, receiving the data outbound requirement mark by the data cross-border data flow control system, if cross-border transmission permission is performed on the data outbound requirement mark, transmitting first cross-border data from a data center of the domestic enterprise with the data outbound requirement to a data center of an overseas enterprise directly through a first cross-border transaction user end, and taking data obtained by the data center of the overseas enterprise after the first cross-border data is taken as second cross-border data; after the transmission is finished, the data cross border is used as one-time data cross border, and the tax payment platform in the data cross border platform pays the tax of the data cross border; the block chain node stores the account book data and the intelligent contract code; the method comprises the steps that an internal node of an internal enterprise receives a transaction request initiated by a first cross-border transaction user side, executes an intelligent contract after signature verification, and synchronizes the result to other block chain nodes; all block link points maintain state data and accounts together; the overseas enterprise can check the cross-border index information of the first cross-border data through the second cross-border transmission user side, initiate a request for calling the first cross-border data to the domestic enterprise, initiate purchase of the first cross-border data to the domestic enterprise, and directly complete data retrieval, cross-border transmission, data verification and cost payment; when the domestic enterprise has a data cross-border requirement, packaging cross-border index information corresponding to the first cross-border data through a first cross-border transmission user side to form a customs declaration form, sending the customs declaration form to a customs clearance management module using the cross-border data flow management and control system, and writing a network address of a data center of an overseas node of the overseas enterprise into the customs declaration form; after receiving cross-border index information corresponding to the first cross-border data, the data cross-border customs confirms and records an intra-node of an intra-enterprise by using a customs management module of the cross-border data flow management and control system; the internal enterprise finishes tax payment, generates a tax payment certificate through the first cross-border transaction user side, and sends the tax payment certificate to a clearance management module using the cross-border data flow management and control system; after receiving cross-border index information, a customs declaration and a tax payment certificate of first cross-border data, the data cross-border customs issues cross-border transmission permission for the first cross-border data to an internal enterprise by using a clearance management module of the cross-border data flow management and control system, and the internal enterprise sends the first cross-border data to a data center of an overseas enterprise appointed on the customs declaration through a transmission channel of the data cross-border customs after obtaining the cross-border transmission permission; the data center of the overseas enterprise receives the first cross-border data to serve as second cross-border data, and authenticity verification is conducted on the second cross-border data through the overseas node of the overseas enterprise; the data cross-border customs performs sampling inspection on first cross-border data before or during transmission and after the transmission is finished through a sampling inspection tracing module of a cross-border data flow management and control system, and the sampling inspection compares an obtained hash value with a hash value in cross-border index information during filing through performing hash calculation on the first cross-border data; if the results are the same, the first cross-border data of the cross-border transmission is consistent with the data content of the application submitted by the internal enterprise, otherwise, the violation in the outbound process of the internal enterprise data is judged; the cross-border data detection agent company uses the data cross-border agent module to check the first cross-border data after sampling check, the data cross-border customs uses the data check module of the cross-border data flow management and control system to check the first cross-border data after sampling check, and the timeliness of the cross-border data can be adjusted by adjusting the proportion of the sampling check before transmission, and the data cross-border customs can execute different data cross-border rules according to policies of different countries or regions;
