The environment-friendly multiphase neutralization corrosion inhibitor prepared by the invention can neutralize acidic substances in an atmospheric and vacuum distillation device, protect internal parts at the top of a tower from being corroded in a gas phase state, a liquid phase state or a multiphase state, protect poor heat exchange area caused by blocking of a heat exchanger tube bundle, absorb toxic gases generated in the atmospheric and vacuum distillation device, protect the environment, control COD (chemical oxygen demand) of sewage flowing from the top of the tower to be below 1000, control the content of ammonia nitrogen to be below 50 and protect a water source from being polluted.
