and when n is more than or equal to 2, generating a regulation and control scheme of the equipment according to the regulation and control information of at least one of the 1 st round to the n-1 st round and the regulation and control information of the nth round during the nth round of regulation and control, and carrying out the nth round of regulation and control on the equipment according to the regulation and control scheme.
