The working principle of the invention is as follows: when the invention is used, the floating ball 406 floats on the water surface all the time, and whether the water surface is over the lifting road surface 405 is determined by the position of the floating ball 406 relative to the limit switch of the floating ball 406; the middle hole of the safety limit connecting rod 404 is slidably arranged in the support slotted hole of the lifting road surface 405; the support of the safety limit tooth 407 is arranged in the mounting hole at the end part of the safety limit connecting rod 404; the safety limiting teeth 407 are rotatably connected with the safety limiting connecting rod 404; when the water level of the float 406 is higher than the lifting road surface 405, starting the lifting hydraulic cylinder 403, retracting the lifting hydraulic cylinder 403 to drive the lifting road surface 405 to lift until the water level does not exceed the upper surface of the lifting road surface 405 when the float 406 detects that the water level is higher than the lifting road surface 405; the inner wall of the bridge opening building 101 is provided with trapezoidal protruding teeth which can be meshed with the safety limiting teeth 407, and when the lifting hydraulic cylinder 403 loses power accidentally, the lifting road surface 405 is prevented from falling to cause danger; when the lifting road surface 405 rises, the lifting road surface 405 drives the belt pulley group A206 belt; the belt of the belt pulley set A206 drives the rotating shaft 201 to rotate, and meanwhile, the driving tooth A205 and the driving tooth B207 rotate synchronously; the driving tooth A205 and the driving tooth B207 are meshed with other gears to drive the rice cards 202 and the deciduous rice cards 203 on the other rotating shaft 201 to rotate; because the gear ratios of the two gear sets are different, the rotation speeds of the rice brand 202 and the decimeter brand 203 are different, and the road surface permission height is indicated at any time; when the cross bar A307 is impacted, the cross bar A307 pushes the connecting rod C306 to deviate, the connecting rod C306 close to the end of the telescopic connecting rod B305 synchronously pushes the telescopic connecting rod B305 to deflect around the central hole, the telescopic connecting rod A303 is pushed forwards, and finally the traffic-forbidden sign 301 and the ultra-high sign 302 are pushed out of the sliding groove to warn a driver that the vehicle exceeds the maximum allowable height and cannot pass; when a vehicle runs on the weighing road surface 501, the weighing road surface 501 presses the upper longitudinal rod 503 so as to press the weighing connecting rods 502 to deflect, and the metering mechanism between the weighing connecting rods 502 starts to measure the weight of the vehicle; if the vehicle is overweight, the weighing pavement 501 will be pressed down continuously; the weighing link 502 pushes the reversing link 505 to deflect; the weighing connecting rod 502 pushes the intercepting connecting rod 507 to move; thereby raising crossbar B506 to intercept the overrun vehicle; if an emergency exists, the weighing hydraulic cylinder 504 can retract to drive the weighing connecting rod 502 to move, so that the height of the weighing pavement 501 is reduced, and the cross rod B506 is lifted to block the pavement; the device is widely suitable for sunken road sections such as low-lying terrain, bridge openings and the like; the safety of the vehicle passing through the dangerous road section is protected.
