When the first fixed frame 22 and the upper device thereof move, the wedge-shaped frame 24 pushes the second sliding frame 62 to move in a direction away from the second fixed frame 51, the fifth return spring 63 is compressed accordingly, so that the second sliding frame 62 does not limit the cutter 55 any more, when the cutter 55 needs to be replaced, the cutter 55 can be taken out manually, a new cutter 55 is clamped on the first sliding frame 53, the turning efficiency of the cutter 55 can be improved, when the first fixed frame 22 and the upper device thereof reset, the second sliding frame 62 resets under the resetting action of the fifth return spring 63, so that the cutter 55 is limited by the second sliding frame 62 again, and the effect of facilitating replacement of the cutter 55 is achieved.
