The invention enables the basic household registration police to use the local resident identity card system to handle the local and the cross-province resident identity card service at the same time by realizing the cross-province resident identity card management service collaborative service, improves the working efficiency of the police and reduces the occurrence rate of misoperation. Because the invention only needs to carry out data interaction with other provincial resident identification card management systems and ministerial resident identification card management systems, different business rules can be formulated in each place according to the actual situation of the local area, and the personalized demands of the places can be satisfied.
