the upper film roll is arranged on an upper film frame 15, the lower film roll is arranged on a lower film frame 16, the upper film is stretched to an upper traction roll 3, the lower film is stretched to a lower traction roll 3, the upper film and the lower film are tightly attached and stretched to the position below a cutter 11, and at the moment, the operation of a sealing and cutting device is controlled by a controller by a worker, so that the cutter 11 seals and cuts the upper film and the lower film, and the upper film and the lower film are connected in an adhesion manner; when the conveying device conveys the wet tissues from the conveying opening 12 to the mounting rack 1; the controller controls the electric push rod 21 to extend; so that the electric push rod 21 drives the push plate 22 to push the wet tissue to move towards the direction close to the traction roller 3; so that the wet tissue is wrapped by the upper and lower films which are connected in an adhering way; when the electric push rod 21 extends to the maximum extent, the wet tissues wrapped by the upper and lower films are positioned at the upper end of the conveyer belt 13, and under the action of the gravity of the wet tissues, the friction force between the conveyer belt 13 and the lower film is increased, so that the conveyer belt 13 can drive the wet tissues wrapped by the upper and lower films to move, the electric push rod 21 is retracted, and the controller controls the hydraulic cylinder 14 to push the cutter 11 to move downwards while the electric push rod 21 retracts, so that the cutter 11 seals and cuts the wet tissues wrapped by the upper and lower films; when wet tissues exist, the upper film and the lower film can be pushed to the lower part of the cutter 11 by the electric push rod 21 and the length of the wet tissues, so that the cutter 11 seals and cuts the wet tissues wrapped by the upper film and the lower film; therefore, when no wet tissue is available, the length of the electric push rod 21 is not enough to push the upper film and the lower film to move below the cutter 11, so that the upper film and the lower film are positioned on one side of the cutter 11, and the cutter 11 is prevented from sealing and cutting the upper film and the lower film; the controller controls the electric push rod 21 to push the push plate 22 to move towards the traction roller 3; the curved surface of the push plate 22 is in sliding contact with the sliding block 32 positioned below the traction roller 3, along with the movement of the push plate 22, the curved surface of the push plate 22 extrudes the sliding block 32, so that the sliding block 32 compresses the first spring 33 to move towards the first groove 31, the sliding block 32 enters the first groove 31, at the moment, one end, away from the first groove 31, of the bottom of the groove of the sliding block 32 slides on the upper end surface of the sliding block 32, and when the sliding block 32 moves to one side of the push plate 22, the sliding block 32 is reset under the pushing of the first spring 33; when the controller controls the electric push rod 21 to retract, the push plate 22 and one end close to the electric push rod 21 are blocked by the slide block 32, so that the push plate 22 pushes the slide block 32 to drive the traction roller 3 to rotate clockwise; when the electric push rod 21 retracts, the rotating plate 4 rotates towards the two sides of the push plate 22 under the restoring force of the torsion spring 41, so that the two rotating plates 4 are away from each other, the contact area between the rotating plate 4 and the wet tissue is continuously reduced until the rotating plate 4 is separated from the wet tissue, and at the moment, the rotating plate 4 is driven by the electric push rod 21 to reset; when the rotating plates 4 rotate under the blocking of the wet tissue, the rollers 43 on the rotating plates 4 are contacted with the folded end of the wet tissue, and the rollers 43 on the two rotating plates 4 roll towards the middle of the folded end of the wet tissue along with the rotation of the two rotating plates 4, so that the folded end of the wet tissue is flat, and the push plate 22 is convenient to push; when the electric push rod 21 drives the rotating plates 4 to reset, the rollers 43 on the two rotating plates 4 synchronously roll towards the two sides of the folding end of the wet tissue; when the rotating plate 4 pushes the wet tissue to package, the wet tissue drives the upper film and the lower film which are connected in an adhesion manner to extend, so that the upper film and the lower film respectively extrude the sliding block 32, gas between the sliding block 32 and the first groove 31 is sprayed to the part of the upper film and the lower film which is about to contact with the sliding block 32 through the air passage 34, and moisture attached to the upper film and the lower film is accelerated to be dried, so that the upper film and the lower film are prevented from being adhered to the surface of the sliding block 32 and not easy to separate due to the moisture, and the practical application effect of the invention is further improved;
