the step of determining the target short message sending equipment according to the average duration comprises the following steps:
determining the fastest short message sending equipment with the shortest average time length in each short message sending equipment, and judging whether the number of the fastest short message sending equipment is 1 or not;
if not, determining the target short message sending equipment according to the times of sending short messages by each fastest short message sending equipment within the latest preset time length.

The short message sending method of claim 1, wherein after the step of determining the fastest short message sending device with the shortest average duration among the short message sending devices and determining whether the number of the fastest short message sending devices is 1, the method further comprises:
if yes, the fastest short message sending device is determined as the target short message sending device.
5. The method for sending short messages according to claim 1, wherein the step of determining the target short message sending device according to the number of times that each fastest short message sending device sends short messages within the latest preset time duration comprises:
judging whether only one fastest short message sending device sends the short message in the latest preset time length for the least times;
if so, determining the fastest short message sending equipment which has the least number of times of sending short messages within the preset time length as the target short message sending equipment;
if not, selecting a second short message sending device from the fastest short message sending devices which have the least times of sending short messages within the preset time length recently, and determining the second short message sending device as the target short message sending device.
6. The method for sending short messages according to claim 1, wherein after the step of controlling the target short message sending device to send short messages according to the short message sending command, the method further comprises:
judging whether the target short message sending equipment successfully sends the short message or not;
if not, controlling the target short message sending equipment to send the short message according to the short message sending instruction again.
