according to the existing B-TrunC protocol, when a multicast short message is sent to a base station, if the base station does not establish a group, the group is temporarily established, and NAS messages are directly sent through a TCCH to broadcast short data to all monitoring terminals without sending a GroupCallConfig message, that is, a network side does not configure the short data to the terminals through a GroupCallConfig message sending group GAP when sending the short data. However, the way that the terminal is triggered to perform GAP measurement is not limited to the GroupCallConfig message, and when the user moves to the edge of the cell, the network side will also trigger the corresponding terminal to perform GAP measurement, so that in the inter-frequency networking, if the monitoring terminal receives the TrunkingPaging message and is just triggered to start GAP measurement, the monitoring terminal will probably not acquire the NAS message carrying the short data of the trunking group, thereby causing the short data loss of the trunking group.
