the terminal is a terminal supporting a multi-connection mechanism, and the network corresponding to the multi-connection mechanism comprises a first type network and a second type network;
the determining that the terminal has a possibility of connecting to a second type of network includes:
the terminal supports an Ethernet virtualization interconnection neighbor discovery protocol in the second type network, and considers the terminal to have the possibility of being connected to the second type network when a set condition is met;
the setting condition includes at least one of the following conditions:
the terminal not receiving an instruction from the first type network to instruct the terminal to measure the second type network;
the terminal receives an instruction for instructing the terminal to measure the second type network and a frequency band to be measured from the first type network, wherein the frequency band to be measured belongs to a working frequency band of a first connection mode.
