the resource inquiry module is used for checking and downloading resource content and a right confirmation state, and if the resource is confirmed to be right, the copyright certificate of the resource can be checked and downloaded;
the infringement feedback module is used for receiving and storing infringement feedback information and infringement evidence files of users and submitting arbitration application to a judicial authority with legal effectiveness;
the multi-node block chain comprises a user node, an audit node and a judicial node; the intelligent contract module comprises an uploading contract, a voting contract, a valuation contract, a trading contract, a query contract and a feedback contract; the distributed database is used for storing user information, culture resource files and copyright information;
the intelligent contract module comprises an uploading contract, a voting contract, a valuation contract, a trading contract, a query contract and a feedback contract and is used for providing intelligent contracts with corresponding functions for each module;
the system comprises a resource determining module, a value evaluating module, a block chain and a synchronization module, wherein the resource determining module is used for determining the value of the authorized resource, the expert evaluates the value of the resource and submits the evaluation result to the system, and the system uploads the value evaluation result of the resource and related information to the block chain through a valuation contract and synchronizes the value evaluation result and the related information to all nodes;
the distributed database is used for storing user information, culture resource files and copyright information.

The system of claim 1, wherein the user registration is to generate a public key, a private key and a user account for a user by an elliptic curve cryptography algorithm, the user identity information and the public and private key pair are uniquely bound, and the public and private key pair and the user account are uniquely bound; the user login means that a user performs user identity authentication by submitting an account and a password; the user registration information comprises a user name, a user password and an identity card number; the public key is used for verifying the private key; the private key is kept secret and is used for signing and identifying ownership of the user; the user account is obtained by performing hash operation on the public key by adopting a hash algorithm.

The system for determining the right of a block chain-based public cultural resource as claimed in claim 1, wherein the resource uploading means uploading a cultural resource file by a user, the system stores the resource file uploaded by the user in a distributed database, and simultaneously generates a hash value of resource content for the resource file by using an SHA-256 algorithm, uploads the block chain by a contract and synchronizes to all nodes, and the hash value of the resource is a 32-byte hash value generated by performing a hash operation on the resource content by using the SHA-256 algorithm.

The system for determining the rights of the public cultural resources based on the block chain as claimed in claim 1, wherein the copyright DNA is a resource copyright digital signature of a unique corresponding user generated by signing a resource content hash value with a user private key by using a digital signature algorithm.
5. The system of claim 1, wherein the copyright certificate is a legally-validated digital copyright certificate, and the certificate content includes a resource name, a resource description, a resource content hash, and copyright DNA.
6. A public culture resource right confirming method based on a block chain is characterized by comprising the following steps:
step 1, user registration/login: the method comprises the steps that user registration information is submitted during user registration, a public key, a private key and a user account are generated for a user by adopting an elliptic curve encryption algorithm after system authentication is successful, user identity information and a public and private key pair are uniquely bound, the public and private key pair and the user account are uniquely bound, and user login is authenticated through the user account and a user password;
step 2, uploading resources: after the user is registered and successfully logs in, the cultural resource file can be uploaded to a distributed database through a resource uploading module, resource content Hash is calculated by using an SHA-256 algorithm, and the resource file and related information such as resource description, resource Hash, timestamp and other uploading block chains are synchronized to all nodes through an uploading contract;
and step 3, auditing and confirming authority: after uploading resources through the resource uploading module, a user submits a resource right-confirming application to the system, the right-confirming auditing module distributes a plurality of experts with auditing qualifications for resources to audit, the experts vote the resources through a voting contract after auditing the resources, the right-confirming contract feeds a voting result back to the user when the number of votes reaches a threshold value, if the right-confirming is successful, the right-confirming state of the resources is automatically updated to be the confirmed right by the voting contract, and meanwhile, the system generates a copyright DNA uploading block chain for the resources and synchronizes the copyright DNA uploading block chain to all nodes; if the right confirmation fails, the user is doubtful about the verification result, and the user can apply for a law-walking program;
step 4, resource query: the user can inquire the resource related information and the right confirming state of the user uploading resource and download the resource file in the system, and for the resource with the right confirming success, the user can check and download the copyright certificate of the resource;
step 5, infringement feedback: the user can submit the infringement evidence to the infringement feedback module, the system adopts the distributed database and the intelligent contract to store the infringement evidence information, and provides an arbitration application to the judicial authority with legal effectiveness, and provides evidence support for arbitration.
7. The method for determining the rights of the public cultural resources based on the block chain as claimed in claim 6, wherein in step 3, after the user receives the feedback information of the failed rights determination, if the user is doubtful about the result of the audit, the user can apply for a legal program, and the system provides evidence support for legal decision, wherein the evidence includes resource files, resource hashes, expert audit results, voting records, and the like.
