本申请实施例提供通信方法、装置及系统,可以灵活支持不同需求的IoT应用。方法包括:第一设备在第一载波上接收配置信息,根据配置信息,确定第二载波对应的频域资源;在第二载波上收发数据或信令;第二载波满足如下特征中的一项或多项:第二载波上承载的第一参考信号与第一载波上承载的第二参考信号的特性不同;第二载波与第一载波对应的数据或信令的调制方式不同;第二载波与第一载波对应的数据或信令的编码方式不同;第二载波与第一载波对应的帧结构或双工方式不同;第二载波与第一载波支持的最大重复次数不同;第二载波与第一载波上的功率功控参数或功控方式不同;或者,第二载波与第一载波上的寻呼非连续接收周期不同。
