1) constructing a scientific and technological special distributor performance evaluation index system from eight aspects of the visiting condition of a scientific and technological special distributor, the completion condition of a consulting log, the contribution to scientific and technological progress and county economic development, the service type and the number of people of the scientific and technological special distributor, the condition of a driving farmer, the condition of a training farmer, the operation evaluation condition of the scientific and technological special distributor by a user and effect feedback, wherein the scientific and technological special distributor performance evaluation index system is divided into a target layer evaluation index, a criterion layer evaluation index and an index layer evaluation index;
2) investigating the actual conditions of a plurality of scientific and technological specializers, and carrying out statistical calculation on data required by the evaluation indexes in the step 1);
3) labeling each index as one of a forward index, a reverse index and a moderate index according to the data obtained in the step 2) and the self-attribute of the index, and converting the reverse index and the moderate index into the forward index;
4) carrying out non-dimensionalization processing on each index based on an extreme method, and determining the weight of each index by applying an entropy method;
5) and calculating a performance evaluation index S of the scientific and technological speciality according to the indexes and the obtained weight values, and determining the performance evaluation level of the scientific and technological speciality according to the performance evaluation index S.
2. The method as claimed in claim 1, wherein the target layer evaluation index in step 1) is a performance rating level of the science and technology specializer, and the performance rating level of the science and technology specializer is divided into five levels, which are: excellent, good, general, qualified, unqualified;
the standard layer evaluation indexes comprise eight aspects of the diagnosis condition of the scientific and technological specially-assigned personnel, the completion condition of the inquiry log, the contribution to scientific and technological progress and county economic development, the service type and the number of people of the scientific and technological specially-assigned personnel, the condition of driving farmers, the condition of training the farmers, the operation evaluation condition of the users on the scientific and technological specially-assigned personnel and effect feedback.
3. The method as claimed in claim 1, wherein the index layer evaluation indexes in step 1) include 26 indexes, and the 26 indexes and the evaluation indexes are calculated as follows:
301) 5 evaluation indexes in the technical special local dispatcher's visit condition criteria comprise the visit duration, the number of times of the visit, the distance of the visit, the number of times of after-sale re-visits and the number of times of order refusal; wherein the content of the first and second substances,
the length of time (hours) of the visit is equal to the sum of the length of time of each visit in the year;
the number of times of the out-patient (times) is equal to the sum of the number of times of the out-patient in the year;
the distance of the home visit (kilometers) is equal to the sum of the distance of the home visit in the year;

302) 3 evaluation indexes in the completion condition criteria of the inquiry logs comprise the times of filling the inquiry logs, the integrity of the inquiry logs and log acceptance evaluation scores; wherein the content of the first and second substances,
the number of times (points) of filling the inquiry logs is equal to the sum of the points of the number of times of filling the inquiry logs in the year;
the completeness (%) of the inquiry log is 100% of the actual filled content/total required content;
the log acceptance evaluation score (score) is the sum of the log acceptance evaluation scores of each time in the year/the total times of filling the inquiry log;
303) 5 evaluation indexes in the contribution criteria of scientific and technological progress and county and territory economic development comprise the number of scientific and technological development projects, the number of new technologies, products and varieties introduced and popularized, the number of new varieties developed, the number of rural enterprises promoted and developed, and annual profits (ten thousand yuan) realized by the projects; wherein the content of the first and second substances,
the number (number) of the implemented scientific and technological development projects is equal to the sum of the number of the implemented scientific and technological development projects within one year of the scientific and technological specializer;
the number (number) of the introduced and popularized new technology, products and varieties is equal to the sum of the number of the introduced and popularized new technology, products and varieties in the year;
