a rubber layer (24) is adhered to the wall of each hemispherical groove, the distance from the tangent point of each insulating disc (17) to the corresponding rubber layer (24) is equal to the length of the insulating rod (20), and the distance from the tangent point of each insulating disc (17) to the corresponding rubber layer (24) is greater than the distance from the tangent point of the insulating disc (17) to the top end of the corresponding resistance fan blade (18);
