本申请实施例提供数据调度的方法、设备及系统,可以在不增加HARQ buffer s ize的情况下,使得一个DCI能够调度更多的TB数。方法包括:终端设备从网络设备接收第一下行控制信息DCI,该第一DCI用于调度N个传输块TB,N为大于1的正整数;终端设备根据第一DCI从网络设备接收该N个TB中的M个TB,其中,M为小于N的正整数,M的取值至少和如下之一有关:该终端设备的类别;该终端设备的覆盖增强模式;或者,该终端设备使用的混合式自动重传请求HARQ进程数;终端设备向网络设备发送该M个TB的肯定应答ACK;终端设备根据该第一DCI从网络设备接收N个TB中除M个TB之外的TB。
