According to the invention, the contact copper ring and the rubber heat preservation pipe are used for preserving heat of water in the pipeline, so that the pipeline is prevented from being integrally placed outside, the water in the pipeline is easy to freeze, and when the water in the pipeline is frozen, the constant temperature pad at one end of the connecting plate is used for heating, and heat is transferred to the contact copper ring, so that the water in the pipeline is melted, and adverse effects caused by freezing of the water in the pipeline are avoided.
