The reinforcing steel bar aligning and connecting device provided by the invention has the advantages that the reinforcing steel bar dislocation in the construction process can be conveniently corrected, the reinforcing steel bars can be reliably connected, and the using effect is good.

Preferably, the uncovered shell and the shell cover form a connector, the two long-side walls of the uncovered shell and the shell cover are respectively provided with a bolt port, and the bolt ports on the uncovered shell and the bolt ports on the shell cover correspond to each other.
Preferably, the tail end of the first steel bar is provided with a thread groove, the second limiting nut is sleeved on the first steel bar, the tail end of the second steel bar is provided with a thread groove, and the first limiting nut is sleeved on the second steel bar.
Preferably, two short side walls of the uncovered shell are provided with positioning grooves which vertically penetrate through the side walls, the depth of the two positioning grooves is larger than the diameter of the first reinforcing steel bar and the diameter of the second reinforcing steel bar, and two side walls of the shell cover are provided with openings corresponding to the positioning grooves.
