And when the evaluation information of one item is poor or poor, the evaluation score of the item is 0, otherwise, the preset evaluation information which is the same as the evaluation information is determined in the first preset evaluation rule table based on the evaluation information, and the score corresponding to the preset evaluation information is used as the evaluation score of the item.
The technical personnel can evaluate each item information in the construction group design information by using the evaluation standard to obtain the evaluation information of each item. The evaluation criteria for content integrity and organizational level were: whether the compilation content of the main and other technical and economic indexes is complete, scientific, reasonable and practical; the evaluation criteria of the construction scheme and the technical measures are as follows: understanding key and difficult points of engineering, accuracy of expression, whether a solution is scientific, systematic, safe, economic and operable, whether guarantee measures are sufficient, accuracy of construction key technology and process control, whether application is in place and whether explanation is clear; the evaluation criteria of the quality management system and measures are as follows: whether the project quality assurance measure plan is comprehensive and meticulous, combines the reality, the measure is concrete, the person is responsible, the committed project quality standard and the committed commitment of the default responsibility; the evaluation criteria of the safety management system and measures are as follows: whether the safety civilization construction guarantees a plan to be comprehensive, complete, whether key places, processes and control and safeguard measures are sufficient, the materialization degree of responsible persons, the acceptance of the standard of safety civilization construction and the acceptance of default responsibility; the evaluation standards of the environmental protection management system and measures are as follows: whether the method is comprehensive and meticulous, and the commitment of practice, specific measures, in-place responsibility and default responsibility is combined; the evaluation criteria of the project schedule and measures are as follows: whether the construction schedule planning is reasonable and feasible, whether the key line is clear, accurate and complete, whether the key node control measures are sufficient and have strong operability, whether the measures are reliable or not and the promise of default responsibility are ensured; the evaluation criteria of the resource allocation plan are as follows: whether the investment of labor force can meet the construction requirement, whether the investment plan is coordinated with the progress plan, whether the allocation plan is reasonable, and whether the measures are concrete or not are ensured; the evaluation criteria of construction machinery equipment investment, approach plan and guarantee measures are as follows: whether the measures are comprehensive and reasonable; the evaluation standard of the construction plane layout is as follows: whether the arrangement is comprehensive and reasonable; the evaluation standard of the repair reporting measures after completion of the project is as follows: whether the warranty measure plan after the construction completion is comprehensive and meticulous, and the project quality standard of the commitment and the commitment of the liability are combined with the reality, the concrete measures, the responsibility of the person and the commitment.
It can be understood that, the user sets the total score of different construction group design information and the sub-total score of each item in the construction group design information according to the requirement (the sub-total score of each item is determined by the weight of each item in the construction group design information and the total score of the construction group design information), and determines different preset evaluation information (for example, common, better, medium or worse words) and the corresponding score of the preset evaluation information to obtain the first preset evaluation rule table; evaluation information of each item in the construction group design information may be obtained according to the evaluation criteria described above, so as to obtain evaluation scores corresponding to the evaluation information of each item in the construction group design information in a first preset score rule table, respectively, and obtain the design score based on the evaluation scores.
It should be noted that, in the embodiment of the present invention, the weight, the scoring rule, and the evaluation criterion of the scoring item (each item included in the construction group design information) related to the first preset scoring rule table are obtained based on a large amount of objective experimental data, the experimental data is obtained from objective data of a large amount of completed construction items, and the experimental data truly reflects the influence of each item included in the construction group design information on the evaluation result of the bidder, so that the weight, the scoring rule, and the evaluation criterion of the scoring item related to the first preset scoring rule table conform to a natural rule.
Step S13: evaluating the project management agency information using a second scoring criterion to obtain an agency score.
Specifically, step S13 includes: acquiring a first sub-organization score corresponding to the constructor job eligibility information in the project management organization information in a second preset score rule table; acquiring a second sub-organization score corresponding to the qualification information of the technical responsible person in the project management organization information from the second preset scoring rule table; acquiring a third sub-mechanism score corresponding to the construction times of the bidder in the project management mechanism information within a preset time from the second preset scoring rule table; acquiring a fourth sub-organization score corresponding to a matching result in the second preset scoring rule table, wherein the matching result is a matching result of additional person description information and preset additional person description information in the project management organization information; obtaining the institution score based on the first sub-institution score, the second sub-institution score, the third sub-institution score, and the fourth sub-institution score.
In specific application, determining a total score of project management mechanism information and each project included by the project management mechanism information, and determining sub total scores corresponding to each project included by the project management mechanism information according to the weight of each project included by the project management mechanism information (the weight of each project is determined by a user according to requirements and actual conditions); and determining scores corresponding to different preset information respectively based on the sub-total scores corresponding to the items respectively included in the item management mechanism information and the preset information of the items included in the construction group design information, and obtaining the second preset scoring rule table based on the scores corresponding to the different preset information and the different preset information corresponding to the items included in the item management mechanism information.
Specifically, when the preset information and the score corresponding to the constructor qualification information in the project management organization information are: the constructor has second or more than second qualification-fixed score, and the constructor has second or less than second qualification-0 score; when the preset information and the score corresponding to the technical responsible person qualification information in the project management organization information are as follows: the qualification of the technical responsible person is the fixed point of the job title of middle grade and above, and the qualification of the technical responsible person is the 0 point of the lower grade; when the description information and the score of the construction times of the bidder in the preset time in the project management organization information are as follows: corresponding to the fixed point in one construction, accumulating the fixed points of multiple constructions, and not accumulating when the score of the project reaches the sub-total score; when the preset information and the score corresponding to the matching result (the matching result is the matching result of the additional person description information and the preset additional person description information) in the project management mechanism information are: match-fixed score, mismatch-0 score. Wherein, the preset additional person description information may be: the extra personnel comprise four members, namely a constructor, a quality inspector, a safety worker and a material worker, wherein the four members simultaneously have corresponding post certificates and purchase three risks (old care, industrial injury and medical treatment); it is understood that when there is a mismatch between the additional person description information and the preset additional person description information, the item does not obtain a score.
For example, the project management authority information is divided into 10 points in total, and the sub-total points of the items in the project management authority information are determined based on the weights of the items in the project management authority information and the total points of the project management authority information. The sub-total score corresponding to the qualification information of the constructor is 1 score, the sub-total score of the qualification information of the technical responsible person is 1 score, the sub-total score of the construction times in the preset time is 6 scores (each construction corresponds to 2 scores, 6 scores are taken for more than 3 times), and the sub-total score corresponding to the description information of the extra person is 2 scores. And aiming at any project, determining corresponding preset information in a second preset scoring rule table based on the information of the project, and determining the score corresponding to the preset information as the sub-organization score of the project.
It can be understood that, the user sets the total score of the project management organization information according to the requirement, and determines the weight of each project in the project management organization information to determine the sub total score of each project in the project management organization information; and obtaining a second preset scoring rule table by utilizing the sub total scores of all items in the project management mechanism information and the preset information of all items in the project management mechanism information, and adding the first sub mechanism score, the second sub mechanism score, the third sub mechanism score and the fourth sub mechanism score after obtaining the first sub mechanism score, the second sub mechanism score, the third sub mechanism score and the fourth sub mechanism score according to the mode to obtain the mechanism score.
It should be noted that, in the embodiment of the present invention, the weights and the scoring rules of the scoring items (items included in the item management information) related to the second preset scoring rule table are obtained based on a large amount of objective experimental data, the experimental data is obtained from objective data of a large amount of completed construction items, and the experimental data truly reflects the influence of each item included in the item management information on the evaluation result of the bidder, so that the weights and the scoring rules of the scoring items related to the second preset scoring rule table conform to natural rules.
Step S14: evaluating the effective bid offer using a third scoring criterion to obtain an offer score.
Specifically, step S14 includes: when the effective bidding quotation is higher than the composite base price, obtaining a grading step score based on a preset price base score, a preset price total score and the preset proportion coefficient; obtaining the offer score based on the preset price base score, the grading step score, the effective bid offer and the composite bid base price; or the like, or, alternatively,
when the effective bidding quotation is lower than the composite base price, obtaining a deduction step score based on the preset price base score, the preset price total score and the preset proportion coefficient; obtaining the offer score based on the preset price base score, the preset total price score, the deduction step score, the effective bidding offer and the composite bid price; or the like, or, alternatively,
and when the effective bidding quotation is equal to the composite base bid price, determining the preset price base score as the quotation score.
It will be appreciated that when the effective bid price is above the composite base price, a bonus step is obtained, which is every bonus step above 1% of the base price, the bonus step Q ═ M-H ÷ (1-t), the preset price total is M (here 60), the preset price base is H (usually 0.6M, here 36), and the above t ═ 94, M ═ 60, H ═ 36 are carried in, Q ═ 4. When the effective bid price is lower than the composite bid price, obtaining a deduction step, wherein the deduction step is 1% of the deduction steps corresponding to the bid price, and based on the values of M and H, the deduction step T is H/100- (90 × 0.6+100 × 0.4), and T is 6; it is understood that 100 and 90 in T ÷ [100- (90 × 0.6+100 × 0.4) ] are fixed, invariant, where 0.6 and 0.4 in the formula are both determined by the selectable value of p.
In addition, when the effective bid price is higher than the composite bid price, the bid score is obtained based on the preset price base score, the bonus step score, the effective bid price, and the composite bid price, that is, the bid score is calculated by the following formula:
Vi=max[0,H-(Bk-C)÷C×100×T]
when the effective bid price is lower than the composite bid price, obtaining the bid score based on the preset price base score, the preset total price score, the deduction step score, the effective bid price and the composite bid price, that is, calculating the bid score by the following formula:
Vi=min[M,H+(C-Bk)÷C×100×Q]
determining the preset price base score as the offer score, i.e., offer score V, when the effective bid offer is equal to the composite base pricei=H。
It should be noted that the grading rules of the bid quotations are obtained based on a large amount of objective experimental data, the experimental data are obtained from a large amount of objective data of completed construction projects, and the experimental data truly reflect the influence of different bid quotations on the evaluation results of bidders, so that the grading rules of the bid quotations conform to natural rules.
In a specific application, if the missing quote occurs, the item specified in the engineering volume list is not quoted by the bidder, the bidder is considered to promise free to the bidder, or the cost is considered to be shared among the unit prices (prices) of other related sub-items in the engineering volume list, and the item is not included in the review of the quote.
In addition to the aforementioned determination of bid veto bids, a bid offer is subject to a significant deviation in that its bid document should also be veto (i.e., the valid bidder needs to be screened among the resultant bidders in conjunction with the information herein and the aforementioned resultant bid offer): the bid quotation document (except the bid letter) is not signed by the construction personnel or is not provided with the special industry seal; the project code, project name, project characteristic, measurement unit and project quantity of the project quantity list are inconsistent with the project quantity list provided by the tenderer, except for obvious printing or error; the signed open bid record table, the bid letter (capital amount) and the quotation summary table are inconsistent in quotation and belong to major deviation.
The bid offer is a subtle deviation of one of the following: arithmetic errors found in arithmetic double-checking; the bidders are not billed according to the amount of the fee stipulated in the engineering quantity list; the bidders are not billed according to the safe civilization construction cost given in the engineering quantity list; the temporary listed amount is not filled according to the amount listed in the bidding document; the temporary material estimation unit price is not added to the comprehensive unit price according to the temporary estimation unit price listed in the bidding document, and the temporary professional project estimation price is not filled according to the amount listed in the bidding document.
For bid quotes with slight deviations, the review board can decide whether to correct them. If the correction is adopted, the method comprises the following steps:
correcting the arithmetic error according to the following arithmetic correction principle:
when the product of the comprehensive unit price and the engineering quantity is inconsistent with the total price, taking the marked comprehensive unit price as the standard, and modifying the comprehensive unit price when the marked total price is the standard unless the non-quotation review group considers that the obvious decimal point error exists; when the sum of the single sum is inconsistent with the total sum, the corresponding total sum and the corresponding sum expressed by characters are modified based on the single sum; and when the comprehensive unit price of the bidding quotation table is inconsistent with the comprehensive unit price in the comprehensive unit price analysis table, correcting the comprehensive unit price in the analysis table based on the comprehensive unit price of the bidding quotation table, and correcting each price in the analysis table according to the percentage of the difference between the two comprehensive unit prices. And when the material unit price in the corrected analysis table is inconsistent with the material unit price in the main material table, correcting the material unit price in the main material price table by taking the material unit price in the corrected analysis table as a standard.
The bidder does not count the fee amount given in the engineering quantity list, counts the fee amount of the bidder again according to the fee amount given in the engineering quantity list given by the tenderer and corrects the bid price of the bidder correspondingly;
the bidder does not calculate the safe civilization construction cost according to the given safe civilization construction cost in the engineering quantity list, the safe civilization construction cost of the bidder is calculated again according to the given safe civilization construction cost in the engineering quantity list given by the bidder, and the bidding quotation of the bidder is corrected correspondingly;
the temporary listed amount is not filled according to the amount listed in the bidding document, and is corrected according to the amount listed in the bidding document and the bidding quotation is corrected correspondingly;
the temporary material estimation unit price is not added into the comprehensive unit price according to the temporary estimation unit price listed in the bidding document, and the comprehensive unit price and corresponding price closing and bidding quotation are corrected according to the temporary material estimation unit price listed in the bidding document;
and correcting the temporary professional project valuation according to the temporary professional project valuation amount listed in the bidding document and correspondingly correcting the bid quotation of the temporary professional project valuation amount not filled in according to the amount listed in the bidding document.
The bid evaluation group should obtain the bidder's consent and confirm in writing for the result of the bid correction as specified. The bidder does not accept the corrected result or the corrected bid offer is higher than the bid control price published at the time of bid presentation, and the bid should be discarded.
Step S15: obtaining an assessment result based on the design score, the organization score, and the offer score.
Specifically, before step S15, the method further includes: acquiring the design weight of the design score, the organization weight of the organization score and the quotation weight of the quotation score; accordingly, step S15 includes: obtaining an evaluation result based on the design score, the organization score, the offer score, the design weight, the organization weight, and the offer weight.
In the present application, when the total score of construction group design information, the total score of project management organization information, and the total score of bid quotation are the same, the design weight, the organization weight, and the quotation weight are generally 0.3, 0.1, and 0.6, respectively; for example, when the total score of the construction group design information, the total score of the project management organization information, and the total score of the bid offer are the same and are all 100 minutes, the total score of the construction group design information, the total score of the project management organization information, and the total score of the bid offer may be adjusted to 30, 10, and 60 scores, respectively, according to the design weight, the organization weight, and the offer weight, and the design score, the organization score, and the offer score may be obtained, respectively, and then the design score, the organization score, and the offer score may be added to obtain the evaluation result (in the form of score).
The design score, the organization score, and the offer score may be obtained according to the above method, respectively taking 100 points as total points, and then the evaluation result may be obtained based on the design score, the organization score, the offer score, the design weight, the organization weight, and the offer weight.
It should be noted that the evaluation dimensions (the construction group design information, the project management organization information, and the bid quotation) and the weights of the evaluation dimensions (the design weight, the organization weight, and the bid quotation weight) according to the embodiments of the present invention are obtained based on a large amount of objective experimental data, the experimental data is obtained from objective data of a large number of completed construction projects, and the experimental data truly reflects the influence of the evaluation dimensions on the evaluation result of the bidder, so that the evaluation dimensions and the weights of the evaluation dimensions according to the embodiments of the present invention are naturally regular.
Step S16: and determining a successful bidder among the effective bidders based on the evaluation result.
It is understood that the evaluation result is in the form of a score, and the effective bidder having the highest score among the effective bidders is determined as the successful bidder, i.e., the successful bidder.
The technical scheme of the invention provides a bid evaluation method, which is applied to terminal equipment and is used for acquiring construction group design information, project management organization information and effective bid quotation in an effective bid file of an effective bidder who bids a target project; evaluating the construction group design information by using a first scoring standard to obtain a design score; evaluating the project management institution information by using a second scoring standard to obtain an institution score; evaluating the effective bid offer using a third scoring criterion to obtain an offer score; obtaining an assessment result based on the design score, the organization score, and the offer score; and determining a successful bidder among the effective bidders based on the evaluation result.
In the existing evaluation method, when a bidder is evaluated, only the bid price of an effective bidder is evaluated, so that the accuracy of an obtained evaluation result is low, and the obtained bidder is not the optimal bidder; the construction group design information, the project management organization information and the effective bid quotation of the effective bidders are evaluated respectively to obtain corresponding scores, evaluation results are obtained based on the scores of the three dimensions, and the accuracy of the evaluation results is high, so that the obtained bidders are the optimal bidders. Therefore, the evaluation method of the invention achieves the technical effect of improving the accuracy of the evaluation result of the bidder.
