The invention relates to the field of computer application, in particular to a system and a method for patent flow management.
Background
With the development of information management, the national intellectual property office provides a patent electronic application client (CPC) for use by enterprise units, and each enterprise also has its own office administration system (OA) and mail system. Managing all notices issued from the submission of patent documents to the national intellectual property office and the processing application of enterprises to the patent application in the CPC; in the OA, each patent application is managed in the enterprise from the generation of the book of settlement to the writing, auditing, paying or even rewarding of information about various links of post, responsibility and flow. CPC and OA are two independent systems, and in the real work management, a link is needed to connect the two systems, and the common scheme is a manual management method.
The manual management mode is easy to make mistakes, the efficiency is not high, and the problem of faults is easy to occur when personnel change. Meanwhile, the progress state of the submitted return book cannot be tracked by the inventor.
Disclosure of Invention
For enterprises which carry out patent management internally, the process from mining to generating a return book and auditing of a patent is completed in an enterprise research and development team; the writing of the patent document is finished by patent writers in enterprises or patent agencies, and the patent document is submitted to the national intellectual property office for tracking, paying and answering and is finished by related managers in enterprises or patent agencies; in addition, the work of the financial and project managers may need to track the information of different states of the patent at different stages. Thus, information at different stages of a patent exists in different systems, within an enterprise, including: mining from research and development team documents, submission of return in OA, determination of patent writing by mail or OA, submission and receipt notification to the national intellectual property office in CPC, and tracking and management of patents in patent management system.
The invention provides a system and a method for managing patent processes, which can associate an authorized implementation, permission and project application from a technical document before mining to the formation of a patent filing, a patent application file, a notice and a reply opinion, namely, carry out the complete process of data extraction, matching and association from generation to authorization and application, and finally carry out complete consistency management.
In a first aspect, to achieve the above object, the present application provides a system for patent process management, which includes a file system and a logic system.

The invention provides a system for managing patent processes, which can be used for carrying out data extraction and logic association on data of a plurality of systems from patent mining to patent forming to evaluation and use, forming uniform consistent data to facilitate management, and informing posts and people for different matters in the management process.
Fig. 1 is a structural diagram of a system for patent process management according to an embodiment of the present invention, as shown in the figure, the system functionally includes a file system and a logic system:
1. a file system: one solution forms a patent, and the process of interacting with the national intellectual property office is in the form of a notification file. In the system, the files and the file packages are processed through a file system, wherein the files and the file packages are issued by the national intellectual property bureau through a CPC, and relevant data in the file packages are extracted to prepare for further logic association.
The file system includes: the file management system comprises a file storage module, a file scanning module, a file decompressing module, a file identifying module, a file analyzing module, a file recording module and a file submitting module.
1) A file storage module: according to the configuration parameters, file deposit and payment operations are carried out in a designated file storage space (used for monitoring and managing a file system) and a designated file storage position (consistent with the file storage position of the CPC), for example, the configuration comprises a backup operation, namely, the backup operation is carried out at the designated position;
2) a file scanning module: judging whether unprocessed files exist in the designated storage position according to the data of the file recording module, and if the unprocessed files exist in the designated storage position, scanning the files;
3) a file recording module: and recording the time, name, size, backup time and the like of the newly added file. The relevant data of the module can be recorded in a database, a file storage or a memory and is used for judging a file operation log;
4) the file decompression module: when the processed file is a compressed packet, such as a compressed packet received by the CPC, decompressing and storing the file to a position where the file is processed;
5) a file identification module: configuring a file path, a file type and characteristics which need to be identified by a program, and identifying keywords;
6) a file analysis module: the file analysis module is used for configuring keywords to be identified by the file identification module, and carrying out data standard processing on the identified data according to a certain standard;
7) a file submission module: for a system which can initiate a data request to submit through an interface, directly processing the data request in a file submitting module, wherein the submitted role can be a role of a functional post personnel distributed by an OA system or a role in the system;
for a system which cannot initiate a request through an interface, for example, a CPC client, after the CPC system is submitted, a manager may perform manual processing, such as remarking, or analyze a receipt notification of the CPC system, and perform data supplementation on the submitted operation according to calculation.
For example: the role M of the OA system is a patent manager, and needs to submit a patent application file with a patent name ABC and acquire an application number, and then notify another role N of an email to perform processing of applying for a fee. M has an account number X in CPC, after logging in CPC with X, submits ABC file, after obtaining electronic application receipt, the file system analyzes the application number of the application file, and the file submitting module supplements the operation information (including application time, etc.) submitted by M for ABC; after the M determines that the mail needs to be sent, the file submitting module sends a request to a specified address and port after obtaining the data request packet, so as to realize the function of sending the mail in the system.
2. The logic system: after the data is obtained in the file system, logical association is performed with the data in the relevant platform. The logic system comprises: the system comprises a data docking module, a logical relationship management module and a client application module.
A data docking module: receiving data output by a file analysis module in a file system, and simultaneously obtaining information from databases and data requests of other enterprise self management systems, wherein in the patent process management system, the information is related to patents, comprises book information, project information related to the patents, technical information related to the patents and the like, is communicated in a data mode, and requests are made from databases of OA (office automation) systems and CPC (cognitive computer) clients; on the other hand, processing a data request which needs to be embedded into the OA system, the mail system and the short message notification platform, especially embedding the notification request, for example, after the response notification is received in the CPC, and analyzing the response time in the file system, the data docking module sends a request for processing the response to the OA system, or sends a response notification short message to the short message notification platform to a designated person.
A logical relationship management module: and establishing association of data of different systems, for example, establishing logical association between data from an enterprise self management system and data of patent documents, wherein the data of a certain source can be used as a leading factor when establishing association. For example: the data which is mainly from the cross-reference book of OA and is logically related with the cross-reference book is from the inventor of OA, the writer of the patent document from the mail system, the notification of submitting the application to the CPC after writing, and the application number analyzed in the notification; for notification from the CPC or the like, the patent application number and the filing book are logically associated by calculation of the logical relationship.
The method comprises the steps that the association between data of different systems is established in an automatic association mode through calculation of logical relations, for example, a notice of new application is obtained from a CPC, the application number of one patent application in the CPC is obtained, and when the association with the return information in the OA system is needed, the automatic association can be carried out according to the submission time and the name of a patent file; in actual business, the calculation mode of automatic association is more complex, and when the calculation mode cannot be realized by a formula, a manual association mode can be used for providing a manual entry to establish logical association between data of different systems.
A client application module: on one hand, an entrance is provided for the administrator to manage the logical relationship data, and the data docking and the logical relationship management of the logical system can be performed in a manual intervention mode; on the other hand, inquiry and summarized data can be provided, and management personnel can conveniently track the data. The client application may be implemented in a mobile client, a web client, or the like.
The functional modules of the file system and the logic system are packaged into a data file version manager which comprises a client and a server.
Fig. 1 is a layout diagram of a structure diagram of a CPC client, a server of a patent process management system, a client of a mail system, a server of an OA system, and the like, where:
the system comprises a plurality of clients and a server, wherein each client and each server are provided with a data/file version manager of the patent process management system.
The client is used for data preparation and can be distributed on a computer terminal of an administrator provided with the CPC client, any mail terminal and a file storage server of an OA system; and synchronizing the data and the file to the server when the CPC service is processed by multiple persons. Meanwhile, the client can also be used for data application for an administrator to inquire and manage. For example: the administrator operates the terminal equipment of the CPC client, the equipment can also operate the OA client, and a file storage module, a file scanning module, a file decompression module and a file submission module are loaded, and the modules are selected or expanded according to specific conditions and packaged into a data/file version manager.
The server side of the patent process management system is used for logic management, and analyzing, calculating, logically associating and storing the files acquired by the client side. For example, a file recording module, a file identification module and a file analysis module are operated to analyze and summarize data and files synchronized by the CPC client and the OA client, so as to provide notification, early warning and statistical reports for administrators. On the other hand, the server side arranges a data docking module and a logical relationship management module of the logical system; the data interface module needs to interact with a server of the mail system or an office system OA of an enterprise, and data and files generated by the OA server or the mail server are analyzed, identified and synchronized to the collection server by the data interface module. The logic system is integrated with part of the file system and packaged into a data/file version manager server.
As shown in fig. 3, the data/file version manager-client in the administrator PC, and the data/file version manager-server in the notification aggregating server, perform functions on file system management.
Part of functions of the file system can be distributed at a server side of the data/file version manager, and can also be distributed at a client side of the data/file version manager, for example, when the state of a CPC client side machine is stable, the backup mechanism is perfect, the operation speed is high, a file storage module, a file scanning module, a file decompression module and the like can be installed at the client side to be executed, similarly, when the state of the CPC client side machine is not good, most modules of the file system are packaged at the server side to be executed, or a file server is separately distributed to realize related functions, so that the safety management of files and data resources is facilitated, and hardware resources are fully utilized.
The patent process management system has the advantages that the related system has complex data sources, diversified deployed terminals, a PC terminal, a server and a mobile phone terminal, and the system function module structure and the layout of the client server side of the system can realize the data integration of the patent process management to resources of multiple sources of multiple systems and select the optimized operation mode according to the performance of the resources.
In another aspect, the present invention provides a method for patent process management, as shown in fig. 2: the invention comprises the following steps:

the logical relation data comprises the name of the hand-in-the-bottom book, the writer information of the hand-in-the-bottom book, the associated project, the writer information of the patent, the information of the auditor, the retrieval report, the audit process, the payment manager and the like.
In addition, in the management configuration, rules for data association between different systems, such as association rules between the patent data analyzed by the acceptance document received by the CPC client and the OA system, and association rules between the patent data and the short message notification platform, may also be configured.
For example, after the CPC client is configured to receive the acceptance file and analyze the data, the notification mode that the information is assigned to the post may be a mode of generating a short message notification and sending the short message notification to a short message platform and a mode of generating OA request data and sending the OA system, and the configuration is that the event notification is configured:
the configuration of the event notification refers to determining judgment basis for management transactions such as instant notification or timing notification in the process management configuration, configuring the judgment basis according to the corresponding notification mode, triggering the event notification in a manner of event triggering, timing triggering and manual triggering, and starting the notification mode according to the judgment basis condition when the event triggering is met. In the above example, the trigger is performed when the notification file is received. If the application is accepted, after the application time is analyzed, payment information is obtained through calculation, timing triggering can be carried out through appointed time, and a notification message is sent to an appointed post; when inquiring and gathering, the administrator can perform manual triggering when judging the annual fee of the fee payment, and appoint a relevant post to start the notification of the fee payment affair.

In addition, the logical relationship of automatic association can be managed manually, and a new association relationship can also be established manually.
S500: query summary event notification: when the associated logic relation accords with the configured triggering condition and the event triggering condition, the method can automatically initiate a mail to a specified post, send a short message to a specified number and initiate a request in a management system in an enterprise. The patent process management system and method provided by the invention uniformly manage patent information related to enterprise management from generation to authorization to application and invalidation, and are associated with final management personnel through various communication tools by combining various management platforms, so that the responsibility is realized in place, the management and maintenance cost of patent files is reduced, the transparency of the patent information in enterprises is increased, and the enterprise management efficiency is improved.
