In addition, the verification system verifies the encrypted marine administration penalty data, if the management system is determined to receive the key sent by the corresponding branch system, the fact that the current encrypted marine administration data is sent by the branch system but not sent by other suspicious illegal systems is shown, and then the encrypted marine administration penalty data is sent to the management system, so that the safety of the management system is guaranteed; and the branch system can directly send the key to the management system through the firewall, so that the security of the management system is ensured, and the risk of key leakage caused by repeated key forwarding can be reduced.
Further, each shipping area includes a first shipping area and a second shipping area. The management system is further used for judging whether the storage capacity of a third sub-database corresponding to the second shipping area reaches a storage capacity threshold value or not under the condition that the marine administrative punishment processing of the first shipping area is replaced with the marine administrative punishment processing of the second shipping area; the third sub-database corresponding to the second shipping area is a third database used for storing the maritime administration penalty data to be extracted from the second shipping area; the management system is further used for storing the to-be-extracted marine administration penalty data of the first shipping area to a third sub-database corresponding to the second shipping area if the storage capacity of the third sub-database corresponding to the second shipping area does not reach the storage capacity threshold; the management system is further used for storing the maritime administration penalty data to be extracted of the first shipping area and the maritime administration penalty data to be extracted of the second shipping area into a target third sub-database if the storage capacity of the third sub-database corresponding to the second shipping area reaches the storage capacity threshold; the target third sub-database is different from the third sub-database corresponding to the second shipping area.

After the marine administrative penalty processing of the first shipping area is replaced with the marine administrative penalty processing of the second shipping area, if the management system receives the data of the marine administrative penalty to be extracted from the branch system B, the data of the marine administrative penalty to be extracted from the branch system B may be stored in the third database c.
It can be seen that, in the above embodiment, if the marine administrative penalty processing between two shipping areas is changed, the change of the marine administrative penalty processing of the shipping areas can be dynamically adapted on the basis of implementing unified management by using the marine administrative penalty data formed after the change and the corresponding database of the shipping areas.
Furthermore, the management system is also used for counting the sending frequency of the key in the set time period of the same branch system; if the sending frequency is greater than or equal to the sending frequency threshold, judging the safe deployment level of the same branch system; if the safety deployment level of the same branch system is greater than the preset level, a key direct transmission link is established with the same branch system; the key directly transmits the link without passing through a firewall; (ii) a The set time period is a time period from the current time to a preset historical time; the same branch system is also used for sending the key formed after the key direct transmission link is established to the management system through the key direct transmission link.
For example, if a branch system has more maritime administration enforcement operations between nos. 1 and 13, the branch system will generate more maritime administration penalty data and corresponding keys, and the branch system will transmit keys to the management system between nos. 1 and 13 more frequently. If the management system determines that the sending frequency is greater than the sending frequency threshold, before the branch system is opened with the direct key transmission authority, the safety deployment level of the branch system is determined, if the safety deployment level is higher, the sending frequency of the branch system key is increased, and the situation that the sending frequency is more unlikely to be caused by hacker attack is solved, at this time, the management system can open the direct key transmission authority to the branch system, and establish a direct key transmission link which does not pass through a firewall with the branch system. If the branch system forms a new key after the key direct transmission link is established, the branch system can send the new key to the management system through the key direct transmission link, and therefore the processing efficiency of maritime administration penalty data is improved while the safety of the management system is guaranteed.
In one embodiment, the maritime administration penalty data processing system further comprises a law enforcement recorder and a video capture device; the law enforcement recorder is used for recording the law enforcement process of maritime administration punishment law enforcement personnel in a video mode based on a first memory built in the law enforcement recorder, sending a recorded law enforcement video segment stored in the first memory to the video acquisition equipment when the recording duration reaches the preset recording duration, emptying the law enforcement video segment stored in the first memory, and continuously recording the law enforcement process based on the emptied first memory; the video acquisition equipment is used for receiving a law enforcement video segment continuously sent by the law enforcement recorder, and sending the law enforcement video segment to a branch system corresponding to a shipping area after the recording of a law enforcement process aiming at maritime administration punishment law enforcement personnel is finished; the branch system is also used for receiving a law enforcement video segment sent by the video acquisition equipment corresponding to the shipping area, associating the received law enforcement video segment with corresponding maritime administration punishment law enforcement personnel information, and encrypting the associated law enforcement video segment as original maritime administration punishment data; the management system is further used for extracting a law enforcement video segment associated with the maritime administration penalty law enforcement personnel information from the maritime administration penalty data to be extracted, and storing the extracted law enforcement video segment and the corresponding maritime administration penalty law enforcement personnel information in a second database in an associated mode.
That is, in the above embodiment, the law enforcement process of the maritime administration penalty law enforcement officer (hereinafter referred to as law enforcement officer) may be recorded in a video manner by using a law enforcement recorder, and the management system may store the law enforcement video segment collected by the law enforcement recorder in the second database in association with the information of the law enforcement officer. Since the law enforcement recorder generally belongs to a small portable device and has a limited capacity for storing video, in order to ensure that the law enforcement recorder normally records the law enforcement process, when the recording duration reaches a preset recording duration (e.g. 10 minutes), the 10-minute law enforcement video segment can be sent to the video acquisition device, and the law enforcement recorder empties the stored law enforcement video and continues to record the law enforcement process. The video collection device continuously receives the law enforcement video segments of 10 minutes, if the recording is finished, the video collection device can send the law enforcement video segments of 10 minutes to the branch system, the branch system encrypts the law enforcement video segments as original maritime administration penalty data and transmits the original maritime administration penalty data to the management system through the verification system, and the management system stores the law enforcement video segments of 10 minutes and the information of law enforcement personnel in a second database in an associated mode. The data transmission and processing process from the branch system to the verification system and then to the management system may refer to the introduction of processing the maritime administration penalty data that does not include the law enforcement video segment in other embodiments, which is not described herein.
Further, the law enforcement recorder comprises a first law enforcement recorder and a second law enforcement recorder, and the video acquisition equipment comprises a master video acquisition equipment and a slave video acquisition equipment; the distance between the master video acquisition device and the first law enforcement recorder and the distance between the master video acquisition device and the second law enforcement recorder are both smaller than or equal to a distance threshold value, the distance between the slave video acquisition device and the first law enforcement recorder is larger than the distance threshold value, and the distance between the slave video acquisition device and the second law enforcement recorder is smaller than or equal to the distance threshold value; the master video acquisition equipment is internally provided with a second memory and a third memory, and the slave video acquisition equipment is internally provided with a fourth memory.
The main video acquisition equipment is also used for receiving a first law enforcement video segment continuously sent by the first law enforcement recorder and storing the first law enforcement video segment to the second memory;
the main video acquisition equipment is also used for sending the first law enforcement video segment to the branch system after the recording of the law enforcement process aiming at the first maritime administration punishment law enforcement officer is finished; the first law enforcement video segment is formed by the law enforcement process of a first law enforcement recorder in recording the first maritime administration punishment law enforcement personnel;
the branch system is also used for sending a normal receiving instruction aiming at the first law enforcement video segment to the main video acquisition equipment after confirming that the first law enforcement video segment is correct;
the main video acquisition equipment is also used for storing a second law enforcement video segment sent by the second law enforcement recorder into a third memory if the second law enforcement video segment is received before the normal receiving instruction is received; the second law enforcement video segment is formed by the law enforcement process of the law enforcement officer of the second maritime administration penalty recorded by the second law enforcement recorder;
the main video acquisition equipment is also used for sending an acquisition equipment replacement instruction aiming at the slave video acquisition equipment to the second law enforcement recorder and sending the second law enforcement video segments stored in the third storage to the slave video acquisition equipment if the number of the second law enforcement video segments stored in the third storage reaches a first preset number and a normal receiving instruction is not received yet;
the second law enforcement recorder is also used for responding to the acquisition equipment replacing instruction and sending a second law enforcement video segment formed after the acquisition equipment replacing instruction is received to the slave video acquisition equipment;
the slave video acquisition equipment is used for storing the received second law enforcement video segment into the fourth memory and sending the second law enforcement video segment stored in the fourth memory to the branch system after the recording of the law enforcement process aiming at the second maritime administration punishment law enforcement officer is finished;
the main video acquisition equipment is further used for emptying a plurality of first law enforcement video segments stored in the second storage if the number of the second law enforcement video segments stored in the third storage does not reach a first preset number and a normal receiving instruction is received, transferring the second law enforcement video segments stored in the third storage to the emptied second storage for storage, and storing the second law enforcement video segments obtained after the normal receiving instruction is received to the emptied second storage;
and the main video acquisition equipment is also used for sending the second law enforcement video segment stored in the second emptied memory to the branch system after the recording of the law enforcement process aiming at the second maritime administration punishment law enforcement officer is finished.
That is, the main video capture device may store the first law enforcement video segment recorded and formed by the first law enforcement recorder to the built-in second memory; after the recording of the first law enforcement recorder is finished, the main video collecting device can send the corresponding first law enforcement video segment to the branch system, and if the branch system returns to receive a normal instruction, the main video collecting device can clear the first law enforcement video segment stored in the second memory so as to store law enforcement video segments sent by other law enforcement recorders.
However, if the communication between the branch system and the main video acquisition equipment fails, the main video acquisition equipment does not receive a normal receiving instruction for a long time, and at the moment, the second memory of the main video acquisition equipment still continues to store the first law enforcement video segment; if the primary video capture device receives a second law enforcement video segment sent by a second law enforcement recorder, the second law enforcement video segment may be stored to a third memory built in.
Further, if the main video capture device does not receive a normal receiving instruction after the number of the stored second law enforcement video segments reaches the first preset number (for example, 10), the slave video capture device may store the second law enforcement video segments sent by the second law enforcement recorder, and forward the second law enforcement video segments sent by the second law enforcement recorder before to the second law enforcement video segments stored in the slave video capture device and the third memory, and further, if the third law enforcement recorder sends law enforcement video segments to the main video capture device, the main video capture device may also store the law enforcement video segments of the third law enforcement recorder to the third memory. The master video acquisition device informs the second law enforcement recorder of directly sending the second law enforcement video segment to the slave video acquisition device; and the slave video acquisition equipment stores the received second law enforcement video segment into a built-in fourth memory, and after the recording of the law enforcement process aiming at the second maritime administration punishment law enforcement officer is finished, the second law enforcement video segment stored in the fourth memory is sent to the branch system, and then is forwarded to the management system for management and storage through the verification system.
Further, if the number of the stored second law enforcement video segments does not reach the first preset number (e.g., 10), and the main video capture device receives a reception normal instruction, the main video capture device may clear the first law enforcement video segment of the second memory, transfer the second law enforcement video segment of the third memory to the second memory for storage, and clear the third memory so that the third memory stores law enforcement segments sent by other law enforcement recorders.
Therefore, normal storage of the law enforcement video can be guaranteed through storage scheduling switching between the main video acquisition equipment and the slave video acquisition equipment, and the situation that the law enforcement video cannot be stored due to insufficient capacity of the video acquisition equipment is avoided.
In one embodiment, as shown in fig. 2, a method for processing maritime administration penalty data is provided, which is described by taking the method as an example for being applied to the management system in fig. 1, and comprises the following steps:
step S201, receiving a key sent by any one of the branch systems of each shipping area through a firewall;
step S202, receiving encrypted maritime administration penalty data sent by the verification system after determining that the encrypted maritime administration penalty data corresponds to any branch system and determining that the local terminal receives the key of any branch system; the encrypted maritime administration penalty data is obtained by encrypting the original maritime administration penalty data by any branch system;
step S203, decrypting the encrypted maritime affair administration penalty data by using the secret key, and taking the maritime affair administration penalty data obtained by decryption as the maritime affair administration penalty data to be extracted;
step S204, extracting a marine administrative penalty evidence file and marine administrative penalty law enforcement personnel information from the marine administrative penalty data to be extracted, storing the marine administrative penalty evidence file into a first database, storing the marine administrative penalty law enforcement personnel information into a second database, and storing the marine administrative penalty data to be extracted into a third database; the first database, the second database and the third database are all deployed in a maritime intranet; the first database stores maritime affair administration penalty evidence files of all shipping areas; the second database stores information of maritime administration punishment law enforcement officers in each shipping area; the third database comprises a plurality of third sub-databases, and each third sub-database stores maritime administration penalty data to be extracted in different shipping areas.
In the method for processing the maritime administration penalty data, after receiving the maritime administration penalty data of the branch systems of each shipping area, the management system extracts the maritime administration penalty evidence files and the maritime administration penalty law enforcement personnel information from the maritime administration penalty data to be extracted, stores the maritime administration penalty evidence files of each shipping area in a first database, stores the maritime administration penalty law enforcement personnel information of each shipping area in a second database, and stores the maritime administration penalty data to be extracted of the same shipping area in the same third sub-database. And the management system and the branch systems of each shipping system are respectively deployed in a marine intranet and a marine extranet, the branch systems encrypt the original marine administrative punishment data and send the encrypted marine administrative punishment data to a verification system deployed in the marine intranet through a firewall, and the leakage of the marine administrative punishment data is avoided under the condition of ensuring the safety of the verification system. In addition, the verification system verifies the encrypted marine administration penalty data, if the management system is determined to receive the key sent by the corresponding branch system, the fact that the current encrypted marine administration data is sent by the branch system but not sent by other suspicious illegal systems is shown, and then the encrypted marine administration penalty data is sent to the management system, so that the safety of the management system is guaranteed; and the branch system can directly send the key to the management system through the firewall, so that the security of the management system is ensured, and the risk of key leakage caused by repeated key forwarding can be reduced.
Further, the shipping areas include a first shipping area and a second shipping area; as shown in fig. 3, the management system may further perform the following steps: step S301, under the condition that the maritime administration punishment processing of the first shipping area is replaced by the maritime administration punishment processing of the second shipping area, judging whether the storage capacity of a third sub-database corresponding to the second shipping area reaches a storage capacity threshold value or not; step S302, if the storage capacity of the third sub-database corresponding to the second shipping area does not reach the storage capacity threshold, storing the to-be-extracted marine administration penalty data of the first shipping area to the third sub-database corresponding to the second shipping area; step S303, if the storage capacity of the third sub-database corresponding to the second shipping area reaches the storage capacity threshold, storing the maritime administration penalty data to be extracted of the first shipping area and the maritime administration penalty data to be extracted of the second shipping area into a target third sub-database; the target third sub-database is different from the third sub-database corresponding to the second shipping area.
Therefore, if the maritime administration penalty processing between the two shipping areas is changed, the maritime administration penalty processing change of the shipping areas can be dynamically adapted to the maritime administration penalty processing change of the shipping areas on the basis of realizing unified management by using the maritime administration penalty processing data formed after the change and the corresponding database of the shipping areas.
Further, the management system may further perform the steps of: counting the sending frequency of the key of the same branch system in a set time period; setting a time period as a time period from the current time to a preset historical time; if the sending frequency is greater than or equal to the sending frequency threshold, judging the safe deployment level of the same branch system; if the safety deployment level of the same branch system is greater than the preset level, a key direct transmission link is established with the same branch system; the key directly transmits the link without passing through a firewall; and receiving a key formed by the same branch system after the key direct transmission link is established through the key direct transmission link.
It should be understood that, although the steps in the flowcharts of fig. 1 to 3 are shown in sequence as indicated by the arrows, the steps are not necessarily performed in sequence as indicated by the arrows. The steps are not performed in the exact order shown and described, and may be performed in other orders, unless explicitly stated otherwise. Moreover, at least some of the steps in fig. 1 to 3 may include multiple steps or multiple stages, which are not necessarily performed at the same time, but may be performed at different times, and the order of performing the steps or stages is not necessarily sequential, but may be performed alternately or alternately with other steps or at least some of the other steps or stages.
In one embodiment, as shown in fig. 4, there is provided a maritime administration penalty data processing apparatus, which is applied to a management system; the management system is deployed in a marine intranet, and a verification system is also deployed in the marine intranet; aiming at the overseas network of the maritime internal network, deploying branch systems corresponding to shipping areas, and deploying a firewall between the overseas network and the maritime internal network; the device comprises:
a key receiving module 401, configured to receive a key sent by any of the branch systems in each shipping area through the firewall;
a penalty data receiving module 402, configured to receive encrypted maritime administration penalty data sent by the verification system after determining that the encrypted maritime administration penalty data corresponds to any one of the branch systems and determining that the local end receives the key of any one of the branch systems; the encrypted maritime administration penalty data is obtained by encrypting the original maritime administration penalty data by any branch system;
a penalty data decryption module 403, configured to decrypt the encrypted maritime administration penalty data by using the key, and use the decrypted maritime administration penalty data as the maritime administration penalty data to be extracted;
a penalty data extraction module 404, configured to extract a marine administrative penalty evidence file and marine administrative penalty law enforcement personnel information from the marine administrative penalty data to be extracted, store the marine administrative penalty evidence file in a first database, store the marine administrative penalty law enforcement personnel information in a second database, and store the marine administrative penalty data to be extracted in a third database; wherein the first database, the second database and the third database are all deployed in the maritime intranet; the first database stores maritime administration penalty evidence files of each shipping area; the second database stores information of maritime administration punishment law enforcement officers in each shipping area; the third database comprises a plurality of third sub-databases, and each third sub-database stores maritime administration penalty data to be extracted in different shipping areas.
In one embodiment, the shipping area comprises a first shipping area and a second shipping area; the device further comprises:
a storage capacity judging module, configured to judge whether a storage capacity of a third sub-database corresponding to the second shipping area reaches a storage capacity threshold value when the marine administrative penalty processing of the first shipping area is replaced with the marine administrative penalty processing of the second shipping area;
the first data storage module is used for storing the maritime administration penalty data to be extracted from the first shipping area to a third sub-database corresponding to the second shipping area if the storage capacity of the third sub-database corresponding to the second shipping area does not reach a storage capacity threshold value;
the second data storage module is used for storing the maritime administration penalty data to be extracted of the first shipping area and the maritime administration penalty data to be extracted of the second shipping area into a target third sub-database if the storage capacity of the third sub-database corresponding to the second shipping area reaches the storage capacity threshold; the target third sub-database is different from a third sub-database corresponding to the second shipping area.
In one embodiment, the apparatus further comprises: the key direct transmission link processing module is used for counting the sending frequency of the key in a set time period of the same branch system; the set time period is a time period from the current time to a preset historical time; if the sending frequency is greater than or equal to the sending frequency threshold, judging the safe deployment level of the same branch system; if the safe deployment level of the same branch system is greater than the preset level, a key direct transmission link is established with the same branch system; the key direct transmission link is not via the firewall; and receiving a key formed by the same branch system after the key direct transmission link is established through the key direct transmission link.
For the specific definition of the marine administrative penalty data processing apparatus, reference may be made to the above definition of the marine administrative penalty data processing method, which is not described herein again. The respective modules in the above-described maritime administration penalty data processing apparatus may be implemented in whole or in part by software, hardware, or a combination thereof. The modules can be embedded in a hardware form or independent from a processor in the computer device, and can also be stored in a memory in the computer device in a software form, so that the processor can call and execute operations corresponding to the modules.
In one embodiment, a computer device is provided, which may be a server, the internal structure of which may be as shown in fig. 5. The computer device includes a processor, a memory, and a network interface connected by a system bus. Wherein the processor of the computer device is configured to provide computing and control capabilities. The memory of the computer device comprises a nonvolatile storage medium and an internal memory. The non-volatile storage medium stores an operating system, a computer program, and a database. The internal memory provides an environment for the operation of an operating system and computer programs in the non-volatile storage medium. The database of the computer device is for storing maritime administration penalty data. The network interface of the computer device is used for communicating with an external terminal through a network connection. The computer program is executed by a processor to implement a method of processing maritime administration penalty data.

It will be understood by those skilled in the art that all or part of the processes of the methods of the embodiments described above can be implemented by hardware instructions of a computer program, which can be stored in a non-volatile computer-readable storage medium, and when executed, can include the processes of the embodiments of the methods described above. Any reference to memory, storage, database or other medium used in the embodiments provided herein can include at least one of non-volatile and volatile memory. Non-volatile Memory may include Read-Only Memory (ROM), magnetic tape, floppy disk, flash Memory, optical storage, or the like. Claims (10)

1. A maritime administration penalty data processing system, the system comprising:
the system comprises a management system and a verification system which are deployed in a marine intranet, and branch systems which are deployed in shipping areas corresponding to the marine extranet; a firewall is deployed between the maritime extranet and the maritime intranet;
each branch system is used for encrypting original marine administrative penalty data to obtain encrypted marine administrative penalty data, transmitting the encrypted marine administrative penalty data to the verification system through the firewall, and sending the encrypted key to the management system through the firewall;
the verification system is used for determining a target branch system corresponding to the encrypted maritime administration penalty data and confirming whether the key sent by the target branch system is received or not to the management system; if yes, sending the encrypted maritime administration penalty data to the management system;
the management system is used for decrypting the encrypted maritime administration penalty data by using the secret key and taking the decrypted maritime administration penalty data as the maritime administration penalty data to be extracted;
the management system is further used for extracting a marine administrative penalty evidence file and marine administrative penalty law enforcement personnel information from the marine administrative penalty data to be extracted, storing the marine administrative penalty evidence file to a first database, storing the marine administrative penalty law enforcement personnel information to a second database, and storing the marine administrative penalty data to be extracted to a third database;
wherein the first database, the second database and the third database are all deployed in the maritime intranet; the first database stores maritime administration penalty evidence files of each shipping area; the second database stores information of maritime administration punishment law enforcement officers in each shipping area; the third database comprises a plurality of third sub-databases, and each third sub-database stores maritime administration penalty data to be extracted in different shipping areas.
2. The system of claim 1, wherein each of the shipping regions comprises a first shipping region and a second shipping region;
the management system is further configured to determine whether the storage capacity of a third sub-database corresponding to the second shipping area reaches a storage capacity threshold value under the condition that the marine administrative penalty processing of the first shipping area is replaced with the marine administrative penalty processing of the second shipping area;
the management system is further configured to store the maritime administration penalty data to be extracted from the first shipping area to a third sub-database corresponding to the second shipping area if the storage capacity of the third sub-database corresponding to the second shipping area does not reach the storage capacity threshold;
the management system is further configured to store, to a target third sub-database, the maritime administration penalty data to be extracted for the first shipping area and the maritime administration penalty data to be extracted for the second shipping area if the storage capacity of the third sub-database corresponding to the second shipping area reaches the storage capacity threshold; the target third sub-database is different from a third sub-database corresponding to the second shipping area.
3. The system of claim 1,
the management system is also used for counting the sending frequency of the key of the same branch system in a set time period; if the sending frequency is greater than or equal to the sending frequency threshold, judging the safe deployment level of the same branch system; if the safe deployment level of the same branch system is greater than the preset level, a key direct transmission link is established with the same branch system; the key direct transmission link is not via the firewall; the set time period is a time period from the current time to a preset historical time;
the same branch system is also used for sending the key formed after the key direct transmission link is established to the management system through the key direct transmission link.
4. The system of any one of claims 1 to 3, further comprising a law enforcement recorder and a video capture device;
the law enforcement recorder is used for recording the law enforcement process of maritime administration punishment law enforcement personnel in a video mode based on a first memory built in the law enforcement recorder, sending a law enforcement video segment aiming at the record stored in the first memory to the video acquisition equipment when the recording duration reaches the preset recording duration, emptying the law enforcement video segment stored in the first memory, and continuously recording the law enforcement process based on the emptied first memory;
the video acquisition equipment is used for receiving a law enforcement video segment continuously sent by the law enforcement recorder, and sending the received law enforcement video segment to a branch system of a corresponding shipping area after the recording of a law enforcement process aiming at maritime administration punishment law enforcement personnel is finished;
the branch system is also used for receiving a law enforcement video segment sent by the video acquisition equipment corresponding to the shipping area, associating the law enforcement video segment with corresponding maritime administration punishment law enforcement personnel information, and encrypting the associated law enforcement video segment as original maritime administration punishment data;
the management system is also used for extracting a law enforcement video segment associated with the maritime administration punishment law enforcement personnel information from the maritime administration punishment data to be extracted, and storing the extracted law enforcement video segment and the corresponding maritime administration punishment law enforcement personnel information in the second database in an associated manner.

The system of claim 4, wherein the law enforcement recorder comprises a first law enforcement recorder and a second law enforcement recorder, the video capture device comprising a master video capture device and a slave video capture device; the distance between the main video acquisition equipment and the first law enforcement recorder and the distance between the main video acquisition equipment and the second law enforcement recorder are both smaller than or equal to a distance threshold; the distance between the slave video capture device and the first law enforcement recorder is greater than the distance threshold, and the distance between the slave video capture device and the second law enforcement recorder is less than or equal to the distance threshold; a second memory and a third memory are arranged in the master video acquisition device, and a fourth memory is arranged in the slave video acquisition device;
the main video acquisition equipment is further used for receiving a first law enforcement video segment continuously sent by the first law enforcement recorder and storing the first law enforcement video segment to the second memory;
the main video acquisition equipment is further used for sending the first law enforcement video segment to the branch system after the recording of the law enforcement process aiming at the first maritime administration punishment law enforcement officer is finished; the first law enforcement video segment is formed by the first law enforcement recorder in the process of recording law enforcement procedures of the first maritime administration punishment law enforcement officer;
the branch system is further used for sending a normal receiving instruction aiming at the first law enforcement video segment to the main video collecting device after confirming that the first law enforcement video segment is correct;
the main video acquisition device is further configured to store a second law enforcement video segment sent by the second law enforcement recorder into the third memory if the second law enforcement video segment is received before the normal receiving instruction is received; the second law enforcement video segment is formed by the second law enforcement recorder in the process of recording law enforcement procedures of second maritime administration punishment law enforcement personnel;
the master video collecting device is further configured to send a collecting device replacing instruction for the slave video collecting device to the second law enforcement recorder and send the second law enforcement video segments stored in the third memory to the slave video collecting device if the number of the second law enforcement video segments stored in the third memory reaches a first preset number and the receiving normal instruction is not received yet;
the second law enforcement recorder is further used for responding to the acquisition equipment replacing instruction and sending a second law enforcement video segment formed after the acquisition equipment replacing instruction is received to the slave video acquisition equipment;
the slave video collecting device is used for storing the received second law enforcement video segment into the fourth memory, and sending the second law enforcement video segment stored in the fourth memory to the branch system after the recording of the law enforcement process aiming at the second maritime administration punishment law enforcement officer is finished;
the main video collecting device is further configured to empty the first law enforcement video segment stored in the second memory, transfer the second law enforcement video segment stored in the third memory to an empty second memory for storage, and store the second law enforcement video segment obtained after receiving the normal receiving instruction to the empty second memory, if the number of the second law enforcement video segments stored in the third memory does not reach the first preset number and the normal receiving instruction is received;
the main video acquisition equipment is further used for sending a second law enforcement video segment stored in the second cleared memory to the branch system after the recording of the law enforcement process aiming at the second maritime administration punishment law enforcement officer is finished.

A maritime administration penalty data processing method is characterized in that the method is applied to a management system; the management system is deployed in a marine intranet, and a verification system is also deployed in the marine intranet; deploying branch systems corresponding to the shipping areas aiming at the overseas of the maritime intranet; a firewall is arranged between the maritime extranet and the maritime intranet;
the method comprises the following steps:
receiving a key sent by any one of the branch systems through the firewall;
receiving the encrypted maritime administration penalty data sent by the verification system after determining that the encrypted maritime administration penalty data corresponds to any branch system and determining that the local end receives the key of any branch system; the encrypted maritime administration penalty data is obtained by encrypting the original maritime administration penalty data by any branch system;
decrypting the encrypted maritime affair administrative penalty data by using the secret key, and taking the maritime affair administrative penalty data obtained by decryption as maritime affair administrative penalty data to be extracted;
extracting a marine administrative penalty evidence file and marine administrative penalty law enforcement personnel information from the data to be extracted, storing the marine administrative penalty evidence file into a first database, storing the marine administrative penalty law enforcement personnel information into a second database, and storing the data to be extracted into a third database;
wherein the first database, the second database and the third database are all deployed in the maritime intranet; the first database stores maritime administration penalty evidence files of each shipping area; the second database stores information of maritime administration punishment law enforcement officers in each shipping area; the third database comprises a plurality of third sub-databases, and each third sub-database stores maritime administration penalty data to be extracted in different shipping areas.
7. The method of claim 6, wherein each of the shipping regions comprises a first shipping region and a second shipping region;
the method further comprises the following steps:
under the condition that the maritime administration punishment processing of the first shipping area is replaced with the maritime administration punishment processing of the second shipping area, judging whether the storage capacity of a third sub-database corresponding to the second shipping area reaches a storage capacity threshold value or not;
if the storage capacity of a third sub-database corresponding to the second shipping area does not reach a storage capacity threshold, storing the to-be-extracted maritime administration penalty data of the first shipping area to the third sub-database corresponding to the second shipping area;
if the storage capacity of a third sub-database corresponding to the second shipping area reaches the storage capacity threshold, storing the maritime administration penalty data to be extracted of the first shipping area and the maritime administration penalty data to be extracted of the second shipping area to a target third sub-database; the target third sub-database is different from a third sub-database corresponding to the second shipping area.
8. The method of claim 6, further comprising:
counting the sending frequency of the key of the same branch system in a set time period; the set time period is a time period from the current time to a preset historical time;
if the sending frequency is greater than or equal to the sending frequency threshold, judging the safe deployment level of the same branch system;
if the safe deployment level of the same branch system is greater than the preset level, a key direct transmission link is established with the same branch system; the key direct transmission link is not via the firewall;
and receiving a key formed by the same branch system after the key direct transmission link is established through the key direct transmission link.

A maritime administration penalty data processing apparatus, characterized in that the apparatus is applied to a management system; the management system is deployed in a marine intranet, and a verification system is also deployed in the marine intranet; aiming at the overseas network of the maritime internal network, deploying branch systems corresponding to shipping areas, and deploying a firewall between the overseas network and the maritime internal network; the device comprises:

the penalty data extraction module is used for extracting a marine administrative penalty evidence file and marine administrative penalty law enforcement personnel information from the marine administrative penalty data to be extracted, storing the marine administrative penalty evidence file to a first database, storing the marine administrative penalty law enforcement personnel information to a second database, and storing the marine administrative penalty data to be extracted to a third database;
wherein the first database, the second database and the third database are all deployed in the maritime intranet; the first database stores maritime administration penalty evidence files of each shipping area; the second database stores information of maritime administration punishment law enforcement officers in each shipping area; the third database comprises a plurality of third sub-databases, and each third sub-database stores maritime administration penalty data to be extracted in different shipping areas.
10. A computer device comprising a memory and a processor, the memory storing a computer program, characterized in that the processor implements the method of any one of claims 6 to 8 when executing the computer program.
