the recording unit is used for recording the alarm-out process to form alarm-out record data, and the alarm-out record data comprises law enforcement recorder data and police service data; the data of the law enforcement recorder comprises an equipment number, an alarm video containing time and positioning, and the data of the police service recorder comprises an equipment number, a police service event containing uploaded time and positioning;
the processing unit is used for judging whether the file size of the alarm record data exceeds the information capacity of the two-dimensional code: if the file size of the alarm record data does not exceed the information capacity of the two-dimensional code, generating the alarm record data into the two-dimensional code; if the file size of the alarm output record data exceeds the information capacity of the two-dimensional code, the alarm output record data is sent to a server, and the two-dimensional code is generated by the alarm output record data at the access address of the server;
the server comprises an acquisition unit, a correction unit, an interception unit and a sorting unit; wherein,
the acquisition unit is used for acquiring the data of the law enforcement recorder and the police service data;
the correcting unit is used for checking whether the time format in the alarm video is the same as the time format in the police affair event or not and correspondingly modifying the time format in the alarm video and the time format in the police affair event into the same time format when the time format in the alarm video is not the same as the time format in the police affair event;
the intercepting unit is used for matching the data of the law enforcement recorder with the police service data and intercepting a field video related to a police service event from an alarm video;
and the arrangement unit is used for integrating the police affair event and the field video and generating an electronic file containing pictures, word descriptions and the field video.
2. The law enforcement record data archival management system of claim 1, wherein the intercept unit includes:
the association subunit is used for associating the police service with the law enforcement recorder through the equipment number;
the sequencing subunit is used for sequencing and numbering the police affair events according to the uploaded time, and marking a timestamp M1 in the time scale of the alarm video;
the defining subunit is used for reading the positioning corresponding to the time uploaded by the police service according to the corresponding relation between the time of the police service event and the positioning, and defining the spatial region radius Rr of the police service event by taking the positioning as the circle center;

s4, acquiring data of the law enforcement recorder and data of police service; checking whether the time format in the alarm video is the same as the time format in the police affair event or not, and correspondingly modifying the time format in the alarm video and the time format in the police affair event into the same time format when the time format in the alarm video is different from the time format in the police affair event;
s5, matching the law enforcement recorder data with police service data, and intercepting a field video related to a police service event from the police-out video;
and S6, integrating the police affair event and the live video, and generating an electronic file containing pictures, word descriptions and the live video.
7. The law enforcement record data archival management method of claim 6, wherein S5 includes:
s51, associating the police service with a law enforcement recorder through the equipment number;
s52, sequencing and numbering police affair events according to the uploaded time, and carrying out timestamp marking M1 in the time scale of the police-giving video;
s53, reading the corresponding positioning of the police service through uploading time according to the corresponding relation between the police service event time and the positioning, and defining the spatial area radius Rr of the police service event by taking the positioning as the center of a circle;
s54, reading the positioning of the alarm video in the time intervals Rd and Ru before and after the M1, and performing timestamp marking M2 on the alarm video positioned in the spatial region of the police affair event;
