本公开是关于一种预配置资源控制方法、数据传输方法、装置及存储介质。在预配置资源控制方法中,确定第一条件,所述第一条件包括允许终端连续跳过传输的最大次数,终端在链路故障时发起随机接入的条件,或处于免授权调度状态终端发送设定信息的条件;基于所述第一条件,保留或释放预配置资源。其中,处于免授权调度状态终端处于非连接态,并在需要传输数据时,在指定传输时机在网络设备为终端预先配置的资源上传输数据。通过本公开使网络设备可明确终端跳过传输的原因,从而准确实现保留或释放预配置资源的控制。
