The tension pulley 1 is equivalent to a tension sensor, the tension arm 2 and the elastic member 4 are equivalent to a tension transmitter, and the braking member 5 and the feeding reel 6 are equivalent to a tension regulator, thereby realizing a closed cycle of tension conduction control.
