The cellular board with the heat preservation and sound insulation effects is characterized by comprising an inner side board (1), an outer side board (2) and a middle cellular layer (3) positioned between the inner side board (1) and the outer side board (2), wherein the middle cellular layer (3) comprises a first half cellular layer (31) and a second half cellular layer (32) which are matched with each other, the first half cellular layer (31) and the second half cellular layer (32) are both of a plate-shaped structure with cavities uniformly distributed, the inner side board (1) is in bonding connection with the first half cellular layer (31), the outer side board (2) is in bonding connection with the second half cellular layer (32), the bonding positions of the first half cellular layer (31) and the second half cellular layer (32) are in bonding connection, the cavities corresponding to the first half cellular layer (31) and the second half cellular layer (32) form a splicing space (33), and a first gap space (4) is formed between the first half cellular layer (31) and the inner side board (1), and a second gap space (5) is formed between the second half-honeycomb layer (32) and the outer side plate (2), and fillers are arranged in the splicing space (33), the first gap space (4) and the second gap space (5), wherein the fillers are any one of cotton, polyurethane foam, silicon carbide fiber, aerogel and pearl wool.
