the gateway is used for intercepting a service activation request initiated by an operator through the intelligent terminal and sending the job number of the operator, the information of the intelligent terminal and the service activation request to a monitoring server;
the monitoring server is also used for judging whether the job number of the salesperson is on a white list or not to obtain a first judgment result;
the monitoring server is further configured to:
when the first judgment result is yes, forwarding the service activation request to a service system;
when the first judgment result is negative, judging whether the number of the service activation requests initiated by the intelligent terminal exceeds a preset threshold value according to the information of the intelligent terminal to obtain a second judgment result;
if the second judgment result is negative, forwarding the service activation request to a service system, and performing service activation by the service system according to the service activation request;
if the second judgment result is yes, not forwarding the service activation request to the service system;
and the service system is used for activating the service according to the service activation request.

the gateway is also used for determining whether an activation success interface is obtained through a log filter to obtain a third judgment result;
the monitoring server is further configured to: and when the third judgment result is yes, updating the quantity of the service activation requests sent by the intelligent terminal.
