The invention provides a community management system and a community management method based on high participation of users, which comprises violation content/user discovery, user autonomous system, community platform operator intervention, violation processing result feedback and complaint. Aiming at the management of community atmosphere, a community autonomous system based on high participation of users is established, and compared with platform processing, the community atmosphere is easier to maintain and the efficiency is higher.
