The portable welding rod powder stirring device as claimed in claim 4, wherein the one side bracket and the other side bracket respectively comprise corresponding tube sleeve structures, the tube sleeve structures comprise corresponding upper semicircular holes and lower semicircular holes respectively arranged at the bottom end of the upper bearing fixing plate and the top end of the lower bearing fixing plate, a bearing seat plate is formed after the upper bearing fixing plate and the lower bearing fixing plate are butted, the upper semicircular holes and the lower semicircular holes form bearing seat holes in the bearing seat plate, bearings are arranged in the bearing seat holes, and the corresponding bearing inner sleeve spindles of the one side bracket and the other side bracket are respectively provided with a bearing.
