本申请实施例提供一种通信方法、设备及系统。该方法包括：向源基站发送终端目标小区的密钥信息，所述密钥信息包括：频点信息和物理小区标识PCI；接收所述源基站根据所述密钥信息确定的所述目标小区的基站密钥。本发明实现了由目标基站将频点信息和物理小区标识发送给源基站，避免了由源基站根据目标小区的EGCI查找目标小区的频点和物理小区标识时，源基站系统开销较大的问题。
