The chemical components and the mass percentage content of the steel plate are shown in a table 1, the production process of the steel plate comprises the working procedures of heating, rough rolling, finish rolling, cooling and tempering heat treatment, the steel plate is obtained by rolling a plate blank, the production of the plate blank comprises the working procedures of converter smelting, LF refining, RH refining, continuous casting and RH refining, so that molten steel is fully dehydrogenated, and the H content in the steel is obtained and is 0ppm (not detected by detection equipment). And in the continuous casting process, after the casting blank is off-line, slowly cooling is carried out for 72 hours. And in the heating process, a stepping heating furnace is adopted for heating, the temperature of a heating section is 1280 ℃, the temperature of a soaking section is 1260 ℃, and the total heating time is 5 hours. The rough rolling procedure adopts a high-temperature large-reduction process, reduction passes are reduced as much as possible, and the single-pass reduction rate is distributed in a mode of increasing passes. The finish rolling process adopts a high reduction system, and 4 times of rolling is completed. And a cooling procedure, wherein an ultra-fast cooling mode is adopted, so that the steel plate is directly quenched on line. The initial rolling temperature of the rough rolling procedure, the final rolling temperature of the rough rolling procedure, the initial rolling temperature of the finish rolling procedure, the final rolling temperature of the finish rolling procedure and the final cooling temperature of the cooling procedure are shown in a table 2, the tempering heat treatment procedure is carried out, the tempering temperature is 610 ℃, and the tempering time is 110min. The plate blank specification is 280mm in thickness, the intermediate blank specification is 140mm in thickness after the rough rolling process is finished, and the finished steel plate specification is 90mm in thickness after the rolling process is finished.

The microstructures obtained by directly quenching the steel plates in the examples 1 to 7 are martensite and a small amount of bainite, the microstructures obtained after tempering are tempered martensite and tempered bainite, the surface layers of the steel plates after tempering in the examples 1 to 7 are subjected to impact toughness and mechanical property detection in the length direction, and the detection results are shown in table 3. The core parts of the steel plates tempered in examples 1 to 7 were tested for impact toughness, mechanical properties in the longitudinal direction and mechanical properties in the thickness direction, and the test results are shown in Table 4. When the mechanical property of the steel plate is detected, the sample is processed into a standard tensile sample with the diameter of 10mm, and a tensile test is carried out. When mechanical properties in the length direction are detected, the sample is stretched along the length direction of the steel plate, when mechanical properties in the thickness direction are detected, the sample is stretched along the thickness direction of the steel plate, when impact toughness detection is performed on the surface layer of the steel plate, a sample is taken after the surface layer of the steel plate is removed by 2mm, and test detection is performed. The test item of the impact toughness of the steel plate is-40 ℃ impact energy Akv.

The production method of the high-strength and high-toughness thick steel plate comprises the working procedures of heating, rough rolling, finish rolling, cooling and tempering heat treatment, and is characterized in that the heating working procedure adopts a stepping heating furnace to heat, the temperature of a heating section is 1250-1280 ℃, the temperature of a soaking section is 1240-1260 ℃, and the total heating time is 5-6h;
in the rough rolling process, the plate blank specification is 280mm in thickness, the initial rolling temperature is 1100-1150 ℃, and the final rolling temperature is more than or equal to 980 ℃;
in the finish rolling process, the initial rolling temperature is less than or equal to 850 ℃, and the final rolling temperature is 800-820 ℃; in the cooling procedure, an ultra-fast cooling mode is adopted, so that the steel plate is directly quenched on line, the final cooling temperature is less than or equal to 200 ℃, and the specification of the finished steel plate after rolling is 90mm in thickness;
the tempering heat treatment process comprises the steps of tempering at 590-610 ℃ for 110-130min;
the steel plate comprises the following chemical components in percentage by mass: 0.03 to 0.05 percent of C, 1.50 to 1.70 percent of Mn, less than or equal to 0.003 percent of S, less than or equal to 0.012 percent of P, 0.25 to 0.35 percent of Si, 0.020 to 0.050 percent of Als, 0.025 to 0.050 percent of Nb, 0.05 to 0.07 percent of V, and the balance of Fe and inevitable impurities; the microstructure obtained after the steel plate is tempered and heat treated is tempered martensite and tempered bainite, the tensile strength is more than or equal to 570MPa, the yield strength is more than or equal to 460MPa, and the AKV at minus 40 ℃ is more than or equal to 200J.

The method for producing the high-strength and high-toughness thick steel plate as claimed in claim 1, wherein in the rough rolling process, a high-temperature high-reduction process is adopted in a rough rolling stage, reduction passes are reduced as much as possible, and a mode distribution of increasing passes is adopted in a single-pass reduction rate.
3. The method for producing a thick steel plate with high strength and toughness as claimed in claim 1, wherein said finish rolling step is performed by 4 passes of rolling using a high reduction system.

The method for producing the high-strength and high-toughness thick steel plate as claimed in claim 1, wherein the steel plate is obtained by slab rolling, the slab production comprises the procedures of converter smelting, LF refining, RH refining and continuous casting, and the RH refining procedure is used for fully dehydrogenating molten steel to ensure that the content of H in the steel is less than or equal to 2ppm.
