The fixed service terminal comprises a second instruction receiving and sending unit and a verification unit, wherein the second instruction receiving and sending unit receives an instruction of the mobile service terminal and sends the instruction to the verification unit for verification, three specified points are arranged in the verification unit, the real-time position of the securicar is compared with the specified points, if the position of the securicar and the position of the specified points are both less than 20 meters, an unlocking feedback instruction is sent through the second instruction receiving and sending unit, and the mobile service terminal unlocks.
