The invention discloses a system and a method for urban planning and design, which comprises a browser, a basic data collection module, an urban area planning module, a building area determining module, a municipal standard obtaining module, a building design module, a feasibility evaluation module and a concrete implementation module, wherein the basic data collection module comprises a field investigation module, a market research module, an on-line data collection module and a data analysis module, and one side of the basic data collection module is provided with the urban area planning module; the urban planning management system is safe and reliable, manages and controls the specific urban planning through the integral urban planning, effectively manages urban construction in a planned way, compares the planning scheme of the whole city, and combines the urban preset planning design scheme with the actual situation, so that a reasonable and effective urban planning design scheme can be obtained, the integral layout construction of the city is facilitated, the urban construction of other areas in the later period is facilitated, and the urban planning management system is convenient to use.
