1. according to the invention, by arranging the water wheels, when sea waves fluctuate, the water wheels on one side of the floating base are impacted to drive one water wheel to rotate, the water wheels on the other side synchronously rotate to push seawater on the other side to flow, the impact force of part of the sea waves can be offset by the reaction force, and the stability is good.
2.
