Because the blade rotating area on the water tank cover 14 and the inner area of the adjusting disk 25 are two spaces completely separated, when a user rotates the resistance adjusting handle 23, the position of the notch 31 on the adjusting disk 25 is changed, the water quantity of the rotating area of the blade 29 completely depends on the height of the notch 31 on the adjusting disk 25, when the notch 31 is at the lowest position, the water level lines of the rotating area of the blade and the inner area of the adjusting disk are on the same plane, and therefore, when the water quantity of the rotating area of the blade is the maximum, the load is the maximum; when the slot 31 is in the uppermost position, the water level in the area of the blade rotation is lower than the water level in the area inside the adjustment disk 25, which means that most of the water enters the area inside the adjustment disk 25, so that the water volume in the area of the blade rotation is at a minimum and the load is at a minimum. The water tank cover 14 and the water tank bottom plate 15 are sealed through a first sealing ring 16, the water tank bottom plate 15 and the main shaft 18 are sealed through a lip-shaped sealing ring 17, and the adjusting shaft 22 is sealed with the water tank cover 14 through a second sealing ring.
