For example, if the network device is an AMF entity or an SMF entity, the network device may establish a network connection corresponding to the group for communication between members in the group while determining that the group can be created, upon receiving the first message from the terminal device.
For another example, if the network device is a network entity other than the AMF entity and the SMF entity, the network connection establishment process may be initiated by the terminal device, the network device may receive a network connection establishment request of the terminal device, where the network connection establishment request may include attribute information, such as group identification information, external network service node information, or attribute information of a group suggested to be created by the terminal device, and the network device may establish, for the group, a corresponding network connection and corresponding channel information using the attribute information, where the channel is used to connect respective network connections of group members, so as to implement data routing between the group members.

Or, if the terminal device does not have the right to delete the group, the network device may feed back to the terminal device that the group deletion failed or reject to delete the group. Optionally, the third response message may include a failure reason or a rejection reason, for example, the failure reason or the rejection reason may be that the terminal device does not have the right to delete the group.
Optionally, in some embodiments, when deleting a group, the network device may delete context information related to the group at the same time, for example, security information of the group or channel information established for the group, for example, a network Protocol (Internet Protocol, IP) channel or a General Packet Radio Service tunneling Protocol-User Plane (GTP-U) tunnel, etc.
