When the obtained queuing length of any one road is greater than the preset maximum threshold, it is determined that the road is congested, the queuing length is sent to the signal lamp adjusting module 20, and the signal lamp adjusting module 20 queries the road junction state table 30 to obtain the main road identifier and the allowed identifiers of the adjacent upstream and downstream junctions.
