The defect accounting system which can not realize the renewable energy power consumption guarantee in the prior art is constructed, and the accuracy and effectiveness of the renewable energy power consumption balance accounting result of each province (district, city) city are ensured.

The above-described solution is described in modular form in order to better understand the method of the embodiments of the invention.
Under the current consumption guarantee mechanism, the market main bodies bearing the consumption responsibility are divided into two types, wherein the first type is a power grid enterprise directly supplying/selling electricity to power consumers, an independent electricity selling company and an electricity selling company with the operation right of a power distribution network; the second category is power consumers who purchase power through the electric wholesale market and enterprises who own self-contained power plants. If a certain class of market entities is assigned a consumption liability weight index that is greater than the amount of consumption they obtain by actually consuming electricity when allocating within-province consumption liability, then these entities must rely on the green market and the excess consumption market to complete the consumption liability.
Method for determining electric quantity of renewable energy sources between provinces
1. Power transmission and reception determination with definite renewable energy power ratio
The proportion of renewable energy sources is determined in a trans-regional trans-provincial power transmission protocol or power transaction, and the consumption of a receiving-end provincial market main body is counted according to the proportion of the renewable energy sources multiplied by the input electric quantity of a power generation enterprise or a transmitting-end provincial power grid enterprise.
2. Power supply and reception determination without specifying power ratio of renewable energy source
Determining the renewable energy quantity in the power transmission quantity by a transmitting-end provincial power grid enterprise according to the settlement condition with an intra-provincial power plant and counting the consumption of a receiving-end provincial market main body when the proportion of the renewable energy is not determined in the trans-regional trans-provincial power transmission protocol or power transaction; or determining the consumption of the receiving-end province market main body according to the ratio of the renewable energy consumption electricity of the transmitting-end province power grid region to the total electricity consumption of the receiving-end power grid region, wherein the total electricity consumption is multiplied by the total electricity input into the receiving-end power grid region, and the specific details are shown in the following formula.
The consumption of the receiving-end province market main body is input into the total electric quantity of the receiving-end province market main body (the electric quantity of the renewable energy sources on the internet in the sending-end province, the electric quantity of the renewable energy sources power plant outside the point-to-net in the sending-end province, the power consumption of the whole society in the sending-end province and the electric quantity of the sending-end province, the net-to-net outside the sending-end province).
Method for determining electric quantity of renewable energy source in (II) province
1. Ensuring acquisition power determination
And the consumption of the renewable energy electric quantity such as water, wind, light and the like which is accessed into the public power grid and is completely accessed to the Internet is counted according to the electric quantity data of the grid-connected metering point. If the electric quantity data does not have the metering condition, the electric quantity data is submitted to an electric power transaction organization after being approved by a regulatory organization dispatched by a provincial government competent department or a national energy department.
3. Marketized trade power determination
And accounting is carried out according to the settlement provided by the electric power transaction mechanism and the electric quantity generated by market-oriented transaction. And (4) the market-oriented transactions such as centralized bidding and the like cannot determine the renewable energy components of the settlement electric quantity of the market main body, and the consumption quantity of the market main body is accounted by multiplying the renewable energy proportion in the total transaction electric quantity of the same transaction sequence by the actual settlement electric quantity. Renewable energy replaces other energy to generate electricity through power generation right transaction, and the consumption of the electricity purchasing main body corresponding to the power generation right transferor is counted according to the actual settlement electric quantity of the renewable energy.

The completion condition of the provincial region renewable energy consumption responsibility weight (called the consumption responsibility weight for short) comprises the completion condition of the total consumption responsibility weight and the non-hydropower consumption responsibility weight, and a specific calculation formula is as follows.

The total consumption responsibility weight is (renewable energy electric quantity corresponding to the total consumption-non-examination nuclear electric quantity)/(total social electric quantity-non-examination electric quantity);
the renewable energy electric quantity corresponding to the non-reference nuclear electric quantity is the non-reference nuclear electric quantity, and the total quantity accounts for the lowest value of responsibility weight, wherein the non-reference nuclear electric quantity refers to agricultural electric quantity and specially-measured heating electric quantity.
2. Non-hydroelectric consumption responsibility weight
The non-hydroelectric consumption responsibility weight is (non-hydroelectric consumption-non-hydroelectric renewable energy electric quantity corresponding to non-hydroelectric nuclear power consumption)/(total social power consumption-non-checking electric quantity);
and the non-water renewable energy power corresponding to the non-test power is the non-test power and the non-water consumption responsibility weight lowest value.
(IV) completion of provincial region consumption
The provincial region consumption completion condition comprises the total consumption and the non-hydropower consumption completion condition, and the specific calculation mode is as follows.
1. Total amount of consumption
The total consumption is the hydroelectric consumption plus the non-hydroelectric consumption.
2. Water and electricity consumption
The consumption of water and electricity is equal to the consumption of water and electricity in province, the electric quantity of the water and electricity on the internet in province, the net input electric quantity of water and electricity in internet, the net yield of water and electricity in province and the net yield of water and electricity in internet.
3. Consumption of non-aqueous electricity
The non-hydropower consumption is (inter-provincial wind power on-grid power + inter-provincial wind power net input power + inter-grid wind power net input power) + (inter-provincial photovoltaic on-grid power + inter-provincial photovoltaic net input power + inter-grid photovoltaic net input power) + (inter-provincial other renewable energy on-grid power + inter-provincial other non-water renewable energy net input power + inter-grid other non-water renewable energy net input power) + (inter-provincial non-hydropower consumption net allowance + inter-grid non-hydropower consumption net allowance) + green certificate transaction amount;
in the above formula, the provincial/internet net input power amount is equal to the difference between the outgoing power amount and the outgoing power amount (transmission side), and the net allowance amount of the consumption amount is equal to the difference between the purchase amount of the consumption amount and the sales amount.
(V) market subject consumption responsibility weight completion condition

in the formula, the power selling quantity of the power grid enterprise refers to the power selling quantity of non-marketized users, and when the marketized users do not participate in assessment, the power selling quantity of all the users is referred to; the electricity selling company is used for managing the actual electricity consumption of the user.
(VI) completion of consumption of market subject
The market main body consumption completion condition comprises total consumption and non-water electricity consumption, and the specific calculation mode is as follows.
1. Total amount of consumption
The total consumption is the hydroelectric consumption plus the non-hydroelectric consumption.
2. Water and electricity consumption
The water and electricity consumption is the actual consumption of water and electricity plus the net yield of water and electricity;
the actual consumption of the hydropower is (intra-provincial transaction electric quantity + inter-network transaction electric quantity + spontaneous self-power consumption) and government distributed consumption; the net yield of water and electricity consumption is the net yield of water and electricity consumption in province, the net yield of water and electricity consumption in province and the net yield of water and electricity consumption in network.
The government allocated consumption refers to the consumption corresponding to the renewable energy electric quantity which is fully guaranteed to be purchased by the power grid enterprises and is allocated to the market main body by the government, and the allocated consumption obtained by the power grid enterprises is a negative value which is equal to the sum of the allocated consumptions of the rest market main bodies.
3. Consumption of non-aqueous electricity
The non-hydropower consumption is wind power actual consumption, photovoltaic actual consumption, other non-water renewable energy actual consumption, non-hydropower consumption net allowance and green certificate transaction amount.
The method comprises the following steps that wind power, photovoltaic and other non-water renewable energy actual consumption is equal to intra-provincial transaction electric quantity, inter-network transaction electric quantity, spontaneous self-power consumption and government distributed consumption; the non-hydropower consumption net allowances amount is the intra-provincial transaction net allowances amount + the inter-network transaction net allowances amount.
EXAMPLE III
An embodiment of the present invention provides a renewable energy power consumption transaction system, as shown in fig. 2, where the renewable energy power consumption transaction system of the embodiment can execute the method described above. The renewable energy power consumption trading system of the embodiment comprises: at least one processor 31, at least one memory 32, at least one network interface 34 and other user interfaces 33. The various components in the electronic device are coupled together by a bus system 35. It will be appreciated that the bus system 35 is used to enable communications among the components. The bus system 35 includes a power bus, a control bus, and a status signal bus in addition to the data bus. For clarity of illustration, however, the various buses are labeled as bus system 35 in fig. 2.
The user interface 33 may comprise, among other things, a display, a keyboard or a pointing device (e.g., a mouse, a trackball (trackball) or a touch pad, etc.
It will be appreciated that the memory 32 in this embodiment can be either volatile memory or nonvolatile memory, or can include both volatile and nonvolatile memory. The memory 32 described herein is intended to comprise, without being limited to, these and any other suitable types of memory.
In some embodiments, memory 32 stores elements, executable units or data structures, or a subset thereof, or an expanded set thereof: an operating system 321 and application programs 322.
The operating system 321 includes various system programs, such as a framework layer, a core library layer, a driver layer, and the like, and is used for implementing various basic services and processing hardware-based tasks. The application 322 includes various applications, such as a media player (MediaPlayer), a Browser (Browser), and the like, for implementing various application services. A program implementing methods of embodiments of the present invention may be included in application program 322.
In the embodiment of the present invention, the processor 31 is configured to execute the method steps provided in the first aspect by calling a program or an instruction stored in the memory 32, which may be specifically a program or an instruction stored in the application 322.
The method disclosed in the above embodiments of the present invention may be applied to the processor 31, or implemented by the processor 31. The processor 31 may be an integrated circuit chip having signal processing capabilities. In implementation, the steps of the above method may be performed by integrated logic circuits of hardware or instructions in the form of software in the processor 31. The processor 31 described above may be a general purpose processor. A general purpose processor may be a microprocessor or the processor may be any conventional processor or the like. The steps of the method disclosed in connection with the embodiments of the present invention may be directly implemented by a hardware decoding processor, or implemented by a combination of hardware and software elements in the decoding processor. The software elements may be located in ram, flash, rom, prom, or eprom, registers, among other storage media that are well known in the art. The storage medium is located in the memory 32, and the processor 31 reads the information in the memory 32 and completes the steps of the method in combination with the hardware.
In addition, in combination with the methods in the above embodiments, the embodiments of the present invention may provide a computer-readable storage medium, on which a computer program is stored, which, when being executed by a processor, implements any one of the method steps in the above method embodiments.
Those of ordinary skill in the art will appreciate that the various illustrative elements and algorithm steps described in connection with the embodiments disclosed herein may be implemented as electronic hardware or combinations of computer software and electronic hardware. Whether such functionality is implemented as hardware or software depends upon the particular application and design constraints imposed on the implementation. 1. A method for accounting electric power consumption of renewable energy sources is characterized by comprising the following steps:
s1, acquiring the transmitting and receiving electric quantity in a cross-regional and cross-provincial power transmission protocol or power transaction within a preset time period aiming at the inter-provincial renewable energy electric quantity, and acquiring a first consumption of a transmitting and receiving end provincial market main body according to the transmitting and receiving electric quantity;
s2, acquiring guaranteed acquisition electric quantity, spontaneous self-power consumption electric quantity and market-oriented transaction electric quantity in a preset time period aiming at the provincial renewable energy electric quantity, and calculating a second consumption according to the acquired guaranteed acquisition electric quantity, spontaneous self-power consumption electric quantity and market-oriented transaction electric quantity;
s3, acquiring the excess consumption transaction electric quantity and the green certificate transaction electric quantity, and calculating a third consumption;
s4, obtaining assessment-free electric quantity;
and S5, acquiring a calculation result of the renewable energy power consumption based on the first consumption, the second consumption, the third consumption and the assessment-free electric quantity.
2. The method according to claim 1, wherein the S1 includes:
s1-1, determining the proportion of renewable energy sources in the trans-regional trans-provincial power transmission protocol or power transaction, and counting the consumption of a receiving-end provincial market main body according to the proportion of the renewable energy sources multiplied by the input electric quantity of a power generation enterprise or a transmitting-end provincial power grid enterprise;
s1-2, determining the renewable energy quantity in the power transmission quantity by the transmitting-end provincial power grid enterprise according to the settlement result of the provincial power plant and counting the consumption of the receiving-end provincial market main body when the proportion of the renewable energy is not determined in the trans-regional trans-provincial power transmission protocol or power transaction; or, determining the consumption of the receiving-end province market main body according to the ratio of the renewable energy consumption electricity of the transmitting-end province power grid region to the total social electricity consumption of the receiving-end power grid region.
3. The method according to claim 2, wherein the S1-2 includes:
the consumption of the receiving-end province market main body is input into the total electric quantity of the receiving-end province market main body (the electric quantity of the renewable energy sources on the internet in the sending-end province, the electric quantity of the renewable energy sources power plant outside the point-to-net in the sending-end province, the power consumption of the whole society in the sending-end province and the electric quantity of the sending-end province, the net-to-net outside the sending-end province).
4. The method according to claim 1, wherein the S2 includes:
s2-1, obtaining a second consumption corresponding to the guaranteed purchase electric quantity, and the second consumption comprises the following steps: the method comprises the following steps that the renewable energy electric quantity which is accessed to a public power grid and is completely on line is measured in the consumption according to the electric quantity data of a grid-connected metering point;
the method comprises the following steps of carrying out apportionment accounting according to the electric quantity provided by a power grid enterprise in proportion generated by power grid enterprise security acquisition or outsourcing;
s2-2, obtaining a second consumption corresponding to the spontaneous self-electricity consumption, including:
the power consumers spontaneously use the electric power, namely access the public power grid, and count the consumption of the market main body after deducting the network electric quantity according to the generated energy; the consumption of the main body of the market is calculated according to the full amount of the generated energy when the public power grid is not accessed; the electric quantity data is determined by relevant departments and then is recorded into the consumption of a market main body without metering conditions;
s2-3, obtaining a second consumption corresponding to the market-oriented trade electric quantity, including:
accounting is carried out according to the settlement provided by the electric power trading mechanism by means of the settlement generated by market trading;
the market main body settlement electric quantity renewable energy components cannot be determined by virtue of marketized transaction, and the market main body consumption is checked by multiplying the renewable energy proportion in the total transaction electric quantity by the actual settlement electric quantity according to the same transaction sequence;
renewable energy replaces other energy to generate electricity through power generation right transaction, and the consumption of the electricity purchasing main body corresponding to the power generation right transferor is counted according to the actual settlement electric quantity of the renewable energy.
5. The method according to claim 1, wherein the S3 includes:
the excess consumption transaction electric quantity is checked according to the transaction settlement basis, the purchase is positive, and the sale is negative;
and checking the green certificate transaction electric quantity according to a consumption basis generated by the green certificate, and recording the equivalent amount of the green certificate corresponding to the renewable energy electric quantity as the consumption.
6. The method of claim 1, further comprising:
the provincial region renewable energy consumption responsibility weight completion condition comprises the following steps: the completion condition of the first total consumption responsibility weight and the completion condition of the non-hydropower consumption responsibility weight;
specifically, the total consumption responsibility weight is (the total consumption amount-the renewable energy electric quantity corresponding to the examination-free electric quantity)/(the total social electric quantity-the examination-free electric quantity);
wherein, the renewable energy electric quantity corresponding to the non-reference nuclear electric quantity is the total non-reference nuclear electric quantity which is the lowest value of the responsibility consumption weight, and the non-reference nuclear electric quantity refers to the agricultural electric quantity and the special-purpose metering heating electric quantity;
the non-hydroelectric consumption responsibility weight is (non-hydroelectric consumption-non-hydroelectric renewable energy electric quantity corresponding to non-hydroelectric nuclear power consumption)/(total social power consumption-non-checking electric quantity);
and the non-water renewable energy power corresponding to the non-test power is the non-test power and the non-water consumption responsibility weight lowest value.
7. The method of claim 1, further comprising:
the provincial region consumption amount completion condition comprises the following steps: the completion of the total consumption and the completion of the consumption of non-water,
firstly, the method comprises the following steps: the total consumption is the hydroelectric consumption plus the non-hydroelectric consumption;
secondly, the method comprises the following steps: the water and electricity consumption is the power of the on-grid of the province water and electricity, the net input power of the water and electricity between the networks, the net yield of the water and electricity between the provinces, and the net yield of the water and electricity between the networks;

wherein the net inter-provincial/inter-network input power is equal to the difference between the outgoing power and the outgoing power (the transmitting side), and the net allowance of the consumption is equal to the difference between the purchase amount and the sale amount of the consumption.
8. The method of claim 1, further comprising:
the market subject consumption responsibility weight completion condition comprises the following steps: the completion condition of the total consumption responsibility weight and the completion condition of the non-hydropower consumption responsibility weight;
firstly, the method comprises the following steps: the total consumption responsibility weight is (the total consumption-the renewable energy electric quantity corresponding to the non-examination nuclear electric quantity)/(the self-sale or electricity consumption-the non-examination electric quantity);
