It should be noted that fig. 1 is only one example of a particular specific example and is intended to illustrate the types of components that may be present in the computer device (or mobile device) described above.
Fig. 2 is a schematic diagram of a system of the performance management method of a project according to the present embodiment. Referring to fig. 2, the system includes: a computer terminal device 200 and a performance management platform 300 for a project. The performance management platform 300 for the project may be configured by a plurality of servers, for example, and the worker 100 of the performance management platform may perform the performance management work through the performance management platform 300. The hardware configuration described above can be applied to both the computer terminal device 200 in the system and the performance management platform 300 of the performance management platform of the project.
Under the above-described operating environment, according to the first aspect of the present embodiment, there is provided a performance management method of a project, which is implemented by a server of the performance management platform 300 of the project shown in fig. 2. Fig. 3 shows a flow diagram of the method, which, with reference to fig. 3, comprises:
s302: acquiring project data related to performance management of a project;
s304: determining an investigation item related to performance management of the project according to the project data; and
s306: and performing corresponding performance management operation on the project according to the investigation item.
Specifically, as shown with reference to fig. 2, the performance management platform 300 may acquire project data related to performance management of a project from the computer terminal device 200 through a network. Wherein the project data may be entered by the worker 100, for example. Alternatively, the performance management platform 300 may obtain project data related to performance management of a project from a government agency or a business agency related to the project in other manners.
The performance management platform 300 may then determine, based on the acquired project data, a consideration related to performance management of the project. Taking the PPP project as an example, the following table 1 lists the investigation items related to the performance management of the PPP project.
TABLE 1
Figure BDA0002067209730000051
Figure BDA0002067209730000061
The performance management platform 300 may then perform corresponding performance management operations on the project based on the determined consideration. It should be noted that, for example, but not limited to, the examination items described in this embodiment may be various levels of evaluation indexes of the items, such as a first-level index and a second-level index.
As described in the background art, the work in the performance management process of the existing project is organized and coordinated through manpower, so that the workload is large, the integration level of the collected information and data is low, and systematization is insufficient, thereby reducing the efficiency and accuracy of performance management of the project.
In order to solve the technical problem, the embodiment provides a method for performing performance management on a project based on a server of the performance management platform 300. The following operations are performed by the performance management platform 300: acquiring project data related to performance management of a project; determining an investigation item related to performance management of the project according to the project data; and performing corresponding performance management operation on the project according to the investigation item.
In this manner, the present embodiment thus enables data integration and coordinated organization with respect to performance management using the performance management platform 300. Compared with the mode of organizing and coordinating through manpower in the prior art, the scheme of the embodiment can effectively enhance the integration level of data related to project management, and improve the use efficiency of the data and the efficiency and accuracy of performance management. Therefore, the problem that work in the performance management process of the project in the prior art is organized and coordinated through manpower, the workload is high, the integration level of the collected information and data is low, systematization is not enough, and the efficiency and the accuracy of performance management of the project are reduced.
The user can view information and data related to the performance of the item such as the PPP item at any time through the performance management platform 300. The performance management of the project is more systematized, more convenient and more transparent.
It should be noted that, although in the present embodiment, the scheme of the present embodiment is described with the PPP item as an example of the item. The solution of the present embodiment is equally applicable to other types of projects, such as engineering projects and the like.
Optionally, performing corresponding performance management operations on the project, including at least one of: according to the project data, carrying out corresponding target management on the project; performing corresponding performance monitoring on the project according to the project data; and performing corresponding performance evaluation on the project according to the project data.
Specifically, the performance management platform 300 is capable of performing at least one of the following operations, as needed:
1) the performance management platform 300 performs corresponding target management on the project according to the project data. For example, the performance management platform 300 evaluates whether the project is legally compliant, risky, feasible, and formulates corresponding goals, metrics, and the like.
2) The performance management platform 300 performs corresponding performance monitoring on the project according to the project data, that is, the performance management platform 300 can monitor whether the performance of the project meets expectations, so that the user can know the performance of the project in real time.
3) The performance management platform 300 performs corresponding performance evaluation on the project according to the project data, that is, the performance management platform 300 can complete the performance evaluation on the project according to the project data, thereby being beneficial to the user to evaluate the progress condition of the project.
Optionally, the operation of performing corresponding performance monitoring on the project according to the project data includes: determining a performance investigation value corresponding to an investigation item of the project according to the project data; monitoring whether a difference value between the performance investigation value and a preset standard value is larger than a preset threshold value or not; and in the case that the difference value between the monitoring performance investigation value and a preset standard value is larger than a preset threshold value, performing at least one of the following operations: performing deviation correction operation on the performance investigation value; and sending early warning information related to the project to preset terminal equipment of a worker.
Specifically, the performance management platform 300 may determine a performance evaluation value corresponding to an evaluation item of a project based on project data when performing performance monitoring on the project. For example, referring to table 1 above, the performance management platform 300 may determine the performance investigation value corresponding to the investigation item in the column of "fund application" as to whether the material of the fund application is timely and whether the information is accurate.
Then, the performance management platform 300 monitors whether the difference between the performance investigation value and a preset standard value is larger than a preset threshold value. For example, the performance management platform 300 actually monitors that the fund application data of a certain project is delayed by 10 days and has 30 errors, while the preset standard value is delayed by 0 days and has 0 errors. Therefore, the performance management platform 300 will monitor whether the deviation between the actual performance investigation value and the predetermined standard value is larger than the predetermined threshold, for example, as shown in the above table 1, the threshold of "whether the data of the fund application is in time" is 6 days, and the threshold of the error amount is 20.
And, in the case that the difference between the performance investigation value (fund application data is delayed by 10 days, there are 30 errors) and the preset standard value (fund application data is delayed by 0 days, there are 0 errors) is greater than the preset threshold value (fund application data is delayed by 6 days, there are 20 errors), the performance management platform 300 performs a deviation rectification operation on the performance investigation value (fund application data is delayed by 10 days, there are 30 errors), for example, checks whether the collected data is abnormal, and determines whether the data needs to be corrected.
Further, the performance management platform 300 may also transmit the warning information related to the project to the computer terminal device 200 of the worker 100 set in advance. For example: the preset staff 100 may be a project data auditor, and then the performance management platform 300 sends the early warning information related to the delayed fund application data to the terminal device of the project data auditor. Therefore, by the mode, not only can abnormal reasons of the project be found in time and corresponding deviation rectifying operation be carried out, but also relevant workers can be informed in time, and normal operation of the project is guaranteed.
Optionally, the operation of performing corresponding performance evaluation on the project according to the project data includes: acquiring expert scores corresponding to at least a part of investigation items of the project; and determining a performance evaluation value corresponding to the project according to the expert marks of at least one part of the examination items.
Specifically, the performance management platform 300 is capable of obtaining expert scores corresponding to at least a portion of the research items of the project during the performance evaluation of the project accordingly. For example, referring to table 1 above, the "start-up target completion rate", "engineering quality", and "safety quality" in "capital benefit" in table 1 may be given and evaluated in a manner of being scored by experts. Thus, the performance management platform 300 can obtain expert scores related to the "start-up target completion rate", "project quality", and "safety quality".
The performance management platform 300 may then determine a performance evaluation value corresponding to the project based on the expert scores related to the "work-on target completion rate", "project quality", and "safety quality". For example, a performance rating value of "capital benefit" is determined. Therefore, in this way, for some subjective research items, that is, the research items of which the research values cannot be determined directly through the acquired project information, the performance management platform 300 of the project can determine the performance evaluation value corresponding to the project according to the score of the relevant expert, so that the determined performance evaluation value is more accurate.
Optionally, the operation of determining a performance evaluation value corresponding to the project according to the expert score includes: determining a weight of at least a portion of the items under investigation; and determining a performance evaluation value corresponding to the project according to the expert marks of at least a part of the examination items and the weights of at least a part of the examination items.
Specifically, although not shown in table 1, the performance management platform 300 may also determine weight values corresponding to the "start-up target completion rate", "engineering quality", and "safety quality". For example, the "start-up target completion rate" is 30%, the "engineering quality" is 30%, and the "safety quality" is 40%. And the full scores of the above 3 items of investigation can be set to 60 scores. Therefore, in this way, it is possible to give different weights to the examination items corresponding to the item emphasis points, respectively, depending on the emphasis points of the items. The performance evaluation value corresponding to the project is determined to be more in line with the actual requirement.
Optionally, the method further comprises: and determining the correction opinions corresponding to at least one part of the investigation items of the project according to the expert marks of at least one part of the investigation items.
Specifically, during the process of performing the corresponding performance evaluation on the project, the performance management platform 300 may further determine an amendment opinion corresponding to at least a part of the expedition items of the project according to the expert rating of at least a part of the expedition items. For example: referring to the table 1 above, the standard value is 20 points for the term of "engineering quality", but the score given by the expert is only 5 points. Thus showing that the investigation item of the 'engineering quality' of the PPP item is seriously unqualified. The performance management platform 300 may determine a truing opinion corresponding to a consideration of "engineering quality". Wherein, the modifying opinions are as follows: the person in charge of the related items is expected to strictly control the quality. Therefore, in this way, the performance management platform 300 can provide better suggestions for the project according to the specific situation of the project performance, and further better promote the implementation of the project.
Optionally, the operation of determining a survey item related to performance management of the project from the project data comprises: receiving an investigation item input by a user and sent by terminal equipment of the user; and determining the expedition item input by the user as the expedition item related to the performance management of the project.
Specifically, the performance management platform 300 determines the research items related to the performance management of the project, because the viewing emphasis of the project varies from user to user, for example: some users prefer the return rate of funds to the project and some users prefer the risk of the project. Thus, the performance management platform 300 may receive user-entered expeditions (e.g., return rates of funds and user satisfaction, etc.) from the user's terminal device and determine the user-entered expeditions (return rates of funds benefits and user satisfaction) as the expeditions related to performance management of the project. In this way, the performance management platform 300 can determine the investigation items related to the performance management of the project according to the actual requirements of the user, and the experience effect of the user is greatly improved.
Optionally, the operation of determining a survey item related to performance management of the project from the project data comprises: selecting a research item related to performance management of the project from the plurality of research items; and determining the selected expedition item related to the performance management of the project as the expedition item related to the performance management of the project.
Specifically, when specifying a survey item related to performance management of a project, the performance management platform 300 may select a survey item related to performance management of a project from a database in which a plurality of survey items are stored in advance. For example: in this case, the performance management platform 300 may determine the item type of the item, select an investigation item related to performance management of the item from the plurality of investigation items according to the determined item type, and determine the selected investigation item as the investigation item related to performance management of the item. In this way, the performance management platform 300 can quickly and accurately determine the investigation items related to the performance management of the project, so that the performance management of the project is more accurate and efficient.
Further, referring to fig. 1, according to a second aspect of the present embodiment, a storage medium 104 is provided. The storage medium 104 comprises a stored program, wherein the method of any of the above is performed by a processor when the program is run.
Therefore, according to the embodiment, the performance data is predicted, managed and monitored in real time in the whole project process. Once the deviation of the consideration is encountered, it is corrected in time and sent to the computer terminal device 200. This allows for better control of the overall project, and saves project funds, maximizing the economy, efficiency and effectiveness of ensuring use of budget planning funds. Therefore, the investment benefit and effect of the project can be improved, and the project target can be better completed.
It should be noted that, for simplicity of description, the above-mentioned method embodiments are described as a series of acts or combination of acts, but those skilled in the art will recognize that the present invention is not limited by the order of acts, as some steps may occur in other orders or concurrently in accordance with the invention. Further, those skilled in the art should also appreciate that the embodiments described in the specification are preferred embodiments and that the acts and modules referred to are not necessarily required by the invention.
Through the above description of the embodiments, those skilled in the art can clearly understand that the method according to the above embodiments can be implemented by software plus a necessary general hardware platform, and certainly can also be implemented by hardware, but the former is a better implementation mode in many cases. Based on such understanding, the technical solutions of the present invention may be embodied in the form of a software product, which is stored in a storage medium (e.g., ROM/RAM, magnetic disk, optical disk) and includes instructions for enabling a terminal device (e.g., a mobile phone, a computer, a server, or a network device) to execute the method according to the embodiments of the present invention.
Example 2
Fig. 4 shows a performance management system 400 of a project according to the present embodiment, the system 400 corresponding to the method according to the first aspect of embodiment 1. Referring to fig. 4, the system 400 includes: an acquisition module 410 for acquiring project data relating to performance management of a project; a first determination module 420 for determining, based on project data, an expedition item relating to performance management of a project; and the management module 430 is used for performing corresponding performance management operation on the project according to the investigation item.
Optionally, the management module 430 comprises at least one of: the target management submodule is used for carrying out corresponding target management on the project according to the project data; the performance monitoring submodule is used for carrying out corresponding performance monitoring on the project according to the project data; and the performance evaluation submodule is used for carrying out corresponding performance evaluation on the project according to the project data.
Optionally, the performance monitoring sub-module comprises a first determining unit, configured to determine a performance investigation value corresponding to an investigation item of the project according to the project data; the monitoring unit is used for monitoring whether the difference value between the performance investigation value and a preset standard value is larger than a preset threshold value or not; and the execution unit is used for executing at least one of the following operations under the condition that the monitoring unit monitors that the difference value between the performance investigation value and a preset standard value is larger than a preset threshold value: performing deviation correction operation on the performance investigation value; and sending early warning information related to the project to preset terminal equipment of a worker.
Optionally, the performance evaluation sub-module comprises: the expert scoring unit is used for acquiring expert scores corresponding to at least one part of investigation items of the project; and a second determination unit for determining a performance evaluation value corresponding to the project based on the expert rating of at least a part of the examination items.
Optionally, the second determining unit includes: a first determining subunit, configured to determine a weight of at least a part of the items under investigation; and the second determining subunit is used for determining the performance evaluation value corresponding to the project according to the expert score of at least a part of the examination items and the weight of at least a part of the examination items.
Optionally, the method further comprises: and the second determination module is used for determining the correction opinions corresponding to at least a part of the investigation items of the project according to the expert marks of at least a part of the investigation items.
Optionally, the first determining module 420 includes: the receiving submodule is used for receiving an investigation item input by a user and sent by terminal equipment of the user; and a determination submodule for determining the expedition item input by the user as an expedition item related to performance management of the project.
