Detailed Description
The principles and spirit of the present invention will be described with reference to a number of exemplary embodiments. It is understood that these embodiments are given solely for the purpose of enabling those skilled in the art to better understand and to practice the invention, and are not intended to limit the scope of the invention in any way. Rather, these embodiments are provided so that this disclosure will be thorough and complete, and will fully convey the scope of the disclosure to those skilled in the art.
As will be appreciated by one skilled in the art, embodiments of the present invention may be embodied as a system, apparatus, device, method, or computer program product. Accordingly, the present disclosure may be embodied in the form of: entirely hardware, entirely software (including firmware, resident software, micro-code, etc.), or a combination of hardware and software.
According to the embodiment of the invention, a block chain-based medical financing supervision method and system are provided.
Typically, a medical supply chain link involves a large amount of contractual data and important transaction data for multiple parties (upstream suppliers, pharmaceutical manufacturers, pharmaceutical distribution enterprises). The block chain can be used to break through information barriers and solve the digital certificate problem to some extent, so a federation chain needs to be constructed to pack and chain information of flows of inventory, circulation, use and the like of all data of the participants, for example: and uploading relevant data such as contracts of the buyer and the seller, regulations and important information of the buyer and the seller to the blockchain. The commercial bank and the supervision department can check the delivery time of an upstream supplier, the settling and refund cycle duration of a downstream hospital and the refund condition in real time, and the open, fair and fair transaction process is effectively ensured; the commercial bank participates in the making and supervision of contracts in the process of providing financing services, and makes automatically-executed intelligent contracts; once all data are uplinked, the operation information cannot be tampered; the financial supervision mechanism can directly check internal data, supervise whether the commercial bank has illegal approval behaviors or not in real time, monitor whether the buyer and the seller have bad transaction behaviors and historical records or not and realize the supervision of the operation condition of each participant in the whole process.
The technical scheme of the invention realizes the supervision of the commercial bank and the supervision department on the medical financing through the block chain technology, ensures the transparency of the fund flow, supports the online management of the account and the approval credit related data of the commercial bank, provides a medical financing service channel for supporting professional enterprises such as medicine manufacturers, medicine circulation enterprises and the like, shortens the reimbursement period, solves the problem of fund shortage, and realizes the aim of settling the fund management of the medical insurance bureau.
In the embodiments of the present invention, terms to be described include:
block chains: the block chain is a novel application mode such as distributed data storage, point-to-point transmission, a consensus mechanism and an encryption algorithm.
Federation chain: the system is initiated by a plurality of organizations in a combined mode, is between a public chain and a private chain, and has the characteristic of partial decentralization.
Intelligent contract: through a working mechanism of code deployment on a blockchain, specified functions can be completed on the chain under the condition of no supervision.
The full life cycle of the intelligent contract comprises: contract generation, contract issuance, contract execution 3 parts:
and (3) contract generation: the method comprises 4 links of contract multi-party negotiation, contract specification formulation, contract verification and contract code acquisition. The specific implementation process is as follows: the contract participators carry out negotiation, the rights and obligations of each party are defined, standard contract texts are determined and programmed, and standard contract codes are obtained after verification. The contract verification is performed on a virtual machine based on a system abstract model, which is an important link related to the safety of a contract execution process, and the consistency of contract codes and contract texts must be ensured.
And (3) contract release: the signed contract is distributed to each node by means of P2P, and each node temporarily stores the received contract in the memory and waits for consensus. All nodes eventually agree on the newly issued contracts and the agreed contract sets are spread out in blocks to the nodes of the entire network.
Contract execution: the intelligent contracts based on the block chains comprise transaction processing and saving mechanisms and a complete state machine which is used for receiving and processing various intelligent contracts. The whole contract processing process is automatically completed by an intelligent contract system arranged in the bottom layer of the block chain, and the contract processing system is transparent and can not be tampered.
The principles and spirit of the present invention are explained in detail below with reference to several representative embodiments of the invention.

In step S3, it is checked whether the data is valid.
If the examination result is that the data is valid, executing step S4, the participant can check the contract on the platform, and making an intelligent contract after the bank examines the contract without errors; and generating an intelligent contract condition, wherein the triggering intelligent contract condition is that after the hospital C receives goods of the enterprise A, a receipt (contract fulfillment completion voucher) is provided. Enterprise a may initiate a withdrawal application and may view the withdrawal approval.
If the data is invalid, the process is terminated.
Step S4, the medical resource support or the hospital uploads the processing process, the data are further uploaded to the block chain, and whether the intelligent contract condition is triggered is judged based on the processing process data;
if the intelligent contract condition is triggered, executing step S5, enabling enterprise A to send out a withdrawal application, enabling a bank to provide financing service, inputting receivable accounts of the medical resource support into a corresponding account according to bank credit, and uploading credit record and payment record to a block chain;
for example, if enterprise a completes delivery of a drug to hospital C, hospital C generates and uploads a receipt; based on which intelligent contract conditions may be triggered, the following steps may be performed, with bank B crediting to enterprise a to make the payment.
And if the enterprise A does not finish the drug delivery, the intelligent contract condition is not triggered, and the processing is finished.
