At present, precipitation wells arranged at certain intervals are generally adopted in the industry for precipitation, underground water is introduced into the precipitation wells, and then water in the precipitation wells is pumped out through a water pump. However, the water is pumped by the water pump, and the deep well pumping cannot be carried out due to the limited lift of the water pump.

Then, the control device 8 controls the air suction device 7 to stop working and controls the air blowing device 6 to start working, when the air blowing device 6 blows air into the water tank 1, the air pressure in the water tank 1 is gradually increased, the first one-way valve 9 is closed, the second one-way valve 10 is opened, water in the water tank 1 is discharged through the drain pipe 4 under the action of the air pressure, when the water level in the water tank 1 is reduced to be lower than a communication port between the drain pipe 4 and the water tank 1, the air pressure in the water tank 1 is suddenly reduced, at this moment, it can be judged that the air blowing device 6 finishes discharging, and the control device 8 controls the air blowing device 6 to stop working and controls the air suction device 7 to start working.

Through the calculation mode, the obtained set working time of the air suction device 7 is the time required by the water tank to store full water when the air suction device 7 works.
