The simple wire take-up and pay-off device as claimed in claim 7, wherein the first locking frame is hinged to the front portion of the upper end of the supporting frame, the second locking frame is hinged to the rear portion of the upper end of the supporting frame, the first locking frame and the second locking frame can rotate back and forth, the free end of the first locking frame is hinged to the U-shaped frame, a first threaded hole is formed in the middle edge of the U-shaped frame, a connecting seat is arranged at the free end of the second locking frame, a second threaded hole matched with the first threaded hole is formed in the connecting seat, and a locking bolt penetrates through the first threaded hole and the second threaded hole simultaneously to connect the first locking frame and the second locking frame into a whole.
