7. Use of the antistatic device of the rewinding and cutting machine according to claim 6, characterized in that it comprises the following steps:
s1: the coil steel to be uncoiled is wound on an uncoiling roller driven by an uncoiling motor (2), the uncoiled coil steel is wound on a coiling roller driven by a coiling motor (6), before strip splitting operation, an installation rod (12) is rotated to a vertical state by taking a fixed shaft (11) as an axis, an anti-static strip A (7) and an anti-static strip B (9) are respectively inserted into an arc-shaped clamping groove (31) at the bottom of a clamping seat A (13), an anti-static strip C (8) is inserted into the arc-shaped clamping groove (31) at the bottom of a clamping seat B (14), the anti-static strip A (7), the anti-static strip C (8) and the anti-static strip B (9) are clamped by the self elasticity of the clamping seat A (13) and the clamping seat B (14), after the clamping is finished, the elasticity of a return spring (34) and the self gravity of the installation rod (12) enable the installation rod (12) to descend to the upper part of the uncoiling roller and the coiling roller by taking the fixed shaft (11) as the axis, the coil steel is abutted against the coil steel, the coil steel is kept in contact with the anti-static strip A (7) during unreeling operation, and the coil steel after splitting is kept in contact with the anti-static strip B (9) during reeling operation, so that the anti-static of the unreeling process and the reeling process is realized;

s3: the electromagnetic block (27) is electrified, the electromagnetic block (27) generates magnetism to tightly attract the adjusting handle (28), and the rotation of the adjusting handle (28) and the adjusting rod (29) is avoided, so that the height of the anti-static strip C (8) is positioned, and the stability of the anti-static strip C and the steel coil with the strips is kept.
