a second hanging net (6) and a first hanging net (4) are respectively arranged on the inner side and the outer side of the cement base layer (5), a second sound insulation layer (7) is arranged on the inner side of the second hanging net (6), and a sound attenuation layer (8) is arranged on the inner side of the second sound insulation layer (7); a first sound insulation layer (3) is arranged on the outer side of the first hanging net (4), a heat insulation layer (2) is arranged on the outer side of the first sound insulation layer (3), and a waterproof layer (1) covers the heat insulation layer (2);
the waterproof layer (1) is made of waterproof ceramic tiles and waterproof joint mixture.

The material plate for sound insulation and noise reduction of buildings as claimed in claim 1, wherein the waterproof gap filler is formed by mixing a component A and a component B according to a ratio of 1:1, wherein the component A is portland cement, cellulose, silver antibacterial agent, ethyl 3-ethoxypropionate, acrylic acid waterproof agent; the component B comprises polyether amine, quartz sand, aryl phosphate and propylene glycol.
6. A sheet of acoustic and noise reducing material for buildings, according to claim 1, wherein said first acoustic layer (3), said first netting (4), said cement base layer (5), said second netting (6), said second acoustic layer (7) are glued by means of heat-insulating nail glue.
7. The sound-insulating and noise-reducing material board for building as claimed in claim 1, characterized in that an anti-crack mortar and a nylon net are arranged between the insulation layer (2) and the first sound-insulating layer (3).
